The coverup culture continues at the Mississippi Highway Patrol. Unfortunately, it appears James Fischer is the latest victim of troublesome troopers protected by MHP brass. MHP has no arrest report for James Fischer even though dashcam video showed Trooper Jason Young arrested Fischer and impounded his vehicle on June 14 in Desoto County. It is not known if Fischer had to wear an iron mask.
This little feud began on March 5 when Fischer turned around on Highway 301 before passing through a roadblock in Desoto County. A woman notified the troopers of his u-turn so Young took off in hot pursuit. It is not known if he was eating a Diablo sammich. Young administered a preliminary PBT test three times but the results did not show Fischer was legally drunk. Young cited him for improper lane usage and careless driving while impounding his vehicle. Earlier, more thorough post with court file and complete video.
Fischer submitted a complaint to MHP. Captain Gerald Cooper replied his trooper followed the guidelines and was within his rights to ticket Fischer and impound his vehicle.
To say Fischer was not pleased with his treatment is an understatement. The aggrieved defendant created a Facebook page dedicated to Trooper Young and posted his gripes about his experience at the roadblock.
The posts apparently got under the trooper's skin because Young went out looking for Fischer on one bright day in June. Young's dashcam video recording him speaking on his cellphone to a woman about Fischer as he cruised Highway 301.
The trooper said "I'm going to see this motherfucker today because he posted something on his Facebook and I saw the damn truck with a little bullbar in the front. As he spoke those final words, none other than James Fischer approached from the opposite direction. Young promptly executed a u-turn and took off in hot pursuit. Both stops took place when Fischer was driving home from work.
Young quickly tracked down his quarry and pulled him over. He asked for Fischer's driver's license and insurance. He said he was driving 55 mph in a 45 mph zone.
An outraged Fischer said "I'll see you in a few weeks, punk" and flipped off Trooper Young as he drove off. Trooper Young couldn't have none of that so he turned on his siren and took off after Fischer yet again.
Trooper Young ordered Fischer to get out of the vehicle. Fischer complied. Trooper Young handcuffed Fischer and arrested him for disorderly conduct and careless driving. The trooper said Fischer's taking his hand off the wheel justified the careless driving charge. Trooper Young impounded Fischer's truck again.
The court date for Fischer's citations is December 9 in Desoto County Justice Court.
JJ submitted a public records request to the Mississippi Highway Patrol for a copy of the arrest report. MHP said there was no arrest report even though Young took Fischer into custody and impounded the civilian's vehicle. The agency did provide a copy of the three citations but not an actual arrest report.
Kingfish note: This is an interesting little angle to a public records request. The Mississippi Code requires law enforcement agencies to make arrest reports available upon request as they are public records. What happens if the agency never creates an arrest report?

Special rules for special people like troopers. Former governors, and senators who get drunk and run off the road, former NFL players, the list goes on and people wonder why government is help in such low esteem.
Nothing will happen. For some obvious reasons, but one that not many know about. Due to pay, morale and such the MHP can't get people to even apply. I was interested in the patrol when I graduated from college in 1997 and there were over 2K applicants for 100 positions to go to the academy and graduate maybe 60. They could pick the cream of the crop then and as in years before. The MHP was once the premium LEO in MS. Now I understand, from a friend on the patrol, that the last time they took applicants for the academy there were less than 200. They are now considering an abbreviated course if you are current LEO. So get ready for the trooper that has 2 years with the Bolton PD getting a abbreviated course and a new uniform. Its only gonna get funnier.

He didn't get shot because he complied with the troopers demands, unlike so many that want to fight, run and shoot it out with police.
Jimbo continues to raise $$$$$ for his fight.
Lots of people watching this one and its my understanding he has new counsel.

Jimbo was done wrong. That's an easy one. Jimbo needs to stay the victim though. I've read some of the Facebook stuff. If he lets some of the first amendment auditors control his narrative, then Jimbo could end up looking less of a victim. Play it cool Jimbo and your check will be easy to get.
This trooper is a good example of why people don't have respect for authority.

What gets me is there are always comments from law enforcement agencies about being under funded. Why is it the MHP sets up speed traps on the interstate within the city limits of Mississippi towns. Those same towns (Madison for one) also set speed traps within those same city limits. If both agencies are so “underfunded”, for goodness sakes coordinate to eliminate this double coverage. I am sure the sheriffs would also like to get in on this gravy train, but they don’t have radar.
After Governor Reeves got rid of that last clown in charge of the agency and appointed what I thought was a stand-up, professional manager who intended to turn this sort of crap around..put me in the 'disappointed column'.
This is nothing more than a reverse-color situation of the 1960s when the agency would say, to an attorney, "We ain't got no record of that, Mr. Lawyer. That boy you representin' must be drinkin. You git on way from heah now!"
I support The Blue on most every occasion, but this is way beyond the pale. I've read the Facebook page the 'victim' and those on his behalf created and contribute to and have seen the hard evidence. If Tate doesn't intercede, things are not going to go well.
About 20 years ago I passed a trooper on the side of the highway changing the tire on what appeared to be an old couple's car.
Retired LEO here. MHP is “special”. Same rules that allows them to do 80 down the Trace (no lights much less siren) allows them to obey the laws that are convenient to them. Reminds me of Lamumbalot mentality.
And look at that SH*T the nephew of the ex sheriff (Noble) has stirred up in Madison county!

MHP is underfunded because all the money goes to gasoline and vehicle repair cause they drive 90 mph everywhere they go!
My experience is that about 10% of all people are mean nasty and incompetent at their jobs, including cops.
It's always better to fight the cop in traffic court, where a judge can hear your appeal or, more likely, dismiss your ticket because cop doesn't even show in court.
7:55 am, in Rankin county the cop does not even have to show up in court. The way one judge explained it to me was, I trust the cop who stopped you. If he said you did it that is good enough for me. Guilty.
7:55 - You're blind if you can't see this thing is much larger than a damned traffic ticket to be fought in court. This trooper is a blight on the entire department and a literal danger to every one of us who has a driver license.
There's only one way to handle this and the governor and his appointed department know what it is.
This is not going to end well.
Plus...MHP has a better retirement system than other state employees OR even the legislature.
The Supreme Court ruled in the 70's that flipping law enforcement off is a form of free speech. Is case law.
1) Saying fuck you or the equivalent use of a finger gesture, although perhaps distasteful (to some), is free speech.
2) Freedom of Speech is an amendment created solely to protect us from government control of (or sanction for) speech.
3) Police agencies are government.
4) Fat-Boy is wrong and needs to be sent to Constitution Class as well as sensitivity training where he can learn to tolerate white people.
Next question.
Just look at all the troopers that have been arrested or charged. Google MHP trooper arrested and see page after page. So much for the “thorough” background checks and polygraphs. I used to work for a Democrat in the state house who said the MHP is the biggest mafia in MS. He was white by the way.
