Jackson Mayor Chokwe Antar Lumumba asked President Joe Biden to extend Jackson's state of emergency for its water system for another six months in a November 3 letter.
Mayor Lumumba issued an RFP for the management of Jackson's water treatment plants. Proposals were due November 7. The Mayor said at an October 24 press conference that a contract would be signed on or before November 17. Earlier post.
MEMA issued a similar RFP at the same time but Jackson refused to participate in that process as the Mayor complained the city was not included in drafting the RFP. Governor Reeves extended the state of emergency to November 22. He stated in an October 28 press release:
Jackson’s mayor has announced that the city will have a private operator in place by November 17, stating, “we anticipate having a contract in place by November 17th.” Recognizing this, I have decided to end the emergency on November 22, to allow for a five-day transition period between the state’s management team and the chosen private operator.
At that point, the State of Emergency must, by statute, end as the water system can be managed solely by local control, as has been insisted upon by the City of Jackson. The State of Emergency must only exist when a situation is beyond local control and the City of Jackson has demanded local control.
Mayor Lumumba admitted in the letter the city can not safely operate its own water system as he implored the President to send relief to
Provide direct financial assistance to the City of Jackson to help defray the costs of the one-year emergency operations and maintenance contract. The City proposes that funding be provided for this purpose to the Delta Regional Authority which would serve as the fiscal agent, recipient of federal funds, and payor of those funds to the selected operations and maintenance vendor.The letter also asked President Biden to order the US Army Corps of Engineers to "winterize and repair the City's
distribution system as soon as possible" to reduce the 40% water losses current taking place.
Kingfish note: Governor Reeves called the Mayor's bluff so the Mayor went running to the Great White Father in Washington.
What's going on behind the scenes? The feds are working on shipping a big bushel of money to Jackson so it can repair its water system. The Mayor, Bennie, and Derrick don't want the state be it the Governor, Health Department, or MDEQ to have any oversight whatsoever over the money is spent. Accountability is not exactly a regular part of their vocabulary.
The EPA is running this op directly from DC while freezing out Region IV in Kentucky. The Street Committee says The EPA and the Mayor want to get the whole thing (hence a consent decree) into federal court in front of U.S. District Judge Carlton Reeves who will run interference for Jackson as he is in the airport fight.

If i were Tate and the state I would be like who cares at this point. He told the Governor he didn't want his help so what's the big deal. Give him all the money he wants and watch everything fall apart again. I know it is a sensless waste of money but that never stopped the federal govt from doing it.

Surely the EPA and other Feds have enough sense to manage the project themselves rather than send a barrel full of money down here. Somebody clip some Siemens articles and mail them to sleepy Joe.
The letter to Joe will get the mayor what he wants above all else, attention. It doesn't matter to him if the city of Jackson has any water to drink as long as he gets the attention he wants. The bad part is he will get both, attention and money. Joe, alias Obama, will see that the mayor gets his money. The water will start its downward spiral again. A few pockets will be running over with cash. We should face the truth. The people of Jackson are proud of their mayor and will drink sewer water to prove that. We should let them do that. The city will be in the same toilet bowl as the water system.
I know this will probably never happen, but the governor and legislature need to start the conversation about moving the state capital outside of Jackson. Rankin County has plenty of room to accommodate the capitol building and state offices, and other cities like Hattiesburg and Tupelo would probably love to have the state capital in their cities. Jackson has just proven over the last 30 years that it's just not worthy of being the capital of the state.

Getting help from a Republican-led state doesn't fit the mayor's narrative, nor does it help his legal arguments (he wants to say the state isn't, or hasn't been, helping). He wants to paint the state as the bad guy, darn it, but here they went and helped out the city. Even historical facts don't help the mayor's strategy, dang it. Now he's crooning a sad song to Uncle Sugar in hopes of getting cash from DC. If Biden obliges, the mayor can stiff arm any further overtures from MS and get back to singing the proper notes on that ballad of the left.
It boils down to this: the mayor wants to complain that the state isn't doing enough, but he doesn't want the state to actually do what he says they won't do...for then it takes away his gripe.
