U.S. District Judge Carlton Reeves appointed Wendell France, Sr. to be the Receiver of the Raymond Detention Center yesterday. Judge Reeves took over the jail in June after he ruled Hinds County was not capable of managing the facility.
France is a Johns Hopkins University graduate and served in law enforcement and corrections since 1970. Judge Reeves set the Receiver's compensation at $16,000 per month. The Justice Department submitted three candidates although one withdrew from consideration. Hinds County submitted interim jail administrator Frank Shaw for consideration but Judge Reeves stated "The Court had already expressed skepticism concerning his qualifications" since his background was in prison (not jail operations.).
The transition to receivership begins today.
Judge Reeves's order states France will only control the Raymond Detention Center. He does not have jurisdiction over the work center nor the Jackson detention center. He has full authority over jail operations, employees, jail policies, and the budget. He can renegotiate current contracts and enter into new ones. In short, he has the same power over the jail as the Sheriff once did.
France will submit within a plan of action within 120 days to the Court. Records maintained by the Receiver are exempt from public records laws.

Great idea! Let’s pay this goon $192,000/year in taxpayer dollars. I’m sure he and the learned judge will have it sorted out in 4 months when he renders his plan of action.

9:30 -- That is not an unreasonable salary for this gig. In fact, it's on the low end. All of this could have been avoided if the supervisors had built a real jail and not contracted with their friends. Hell, the jail doors wouldn't even lock. And let's not even get started on the jail administrators being incompetent.

The people of Hinds County and Jackson cannot even run a jail. What is the problem? They cannot run a jail, cannot run a city, cannot run a water plant, and cannot even run a garbage truck. What exactly are the people of Jackson and Hinds County qualified to run?

Its not clear to me whether this $16,000 is a salary (plus benefits) or if it is a 1099 payment, which means it would net out to a0pproximately $10,500 per month.
Either way - not that either you or I are qualified for the job, I wouldn't take this position for what you consider to be an excessive payment.
About 200K for part time work. Could live out of a trailer then just drive away when he's done.

Whether it's a salaried position of contract position, the pay is low to fair. Burl could not straighten this place out if he were 30 years younger.
The new guy ought to receive an additional forty thousand in combat pay just to deal with all the bad actors in government jobs who will attempt to see that he fails.
I'm surprised that the Board of Supervisors did not hire Chokwe to tell the judge 'The new guy will be considered by, and if hired, will report directly to the Board'. That seems to be his style.

I'd venture that he has more power than the Sheriff. I highly doubt the court will allow Frances's pursuit of success to be constrained by the budget set forth by the HindsCo Sups.

Bet Tyree is fuming that this person is getting paid more than him. He has ego issues like that and hated the fact that Kat Bryan was making close to his salary. The Sheriff's department isn't going to have a budget at all once this gets rolling. I hope Tyree is ready to be the king on none like he deserves.
