Update (3/10/22;12:30 PM): City Council voted to hire the Martin & Martin law firm to fight Mayor's lawsuit.
Jackson Mayor Chokwe Antar Lumumba sued the Jackson City Council today in Hinds County Chancery Court in an effort to break the deadlock over awarding a garbage contract to Richard's Disposal.
The Lumumba administration issued an RFP for a six-year garbage contract. The administration recommended Richard's Disposal. However, the City Council twice rejected the contract. Mayor Lumumba declared a state of emergency and awarded a one-year contract to Richard's Disposal. The term of the emergency contract begins April 1.
The City Council cancelled the state of emergency and twice rejected the emergency contract yesterday. Fit to be tied, the Mayor sued the City Council today for a declaratory judgment.
The Mayor asked the Chancellor to declare the Mayor had the authority to declare a state of emergency. The complaint stated:
18. a. That the City Council has no authority to negotiate and/or execute a contract for the collection of residential solid waste, absent the exceptions listed in Mississippi Code Ann. 21-8-19;
b. That the City Council has no authority to amend the Mayor's order declaring a local emergency, and instead, after the Mayor declares a local emergency, the City Council is required to approve or disapprove the proclamation and,
c. That the Mayor has the authority to find independent contractors/vendors who can provide necessary emergency services and present contract to the City Council for approval.
Attorney Felecia Perkins represents the Mayor. The case is assigned to Chancellor Tiffany Grove.

The state of emergency is a transparent attempt to ignore the rules and FORCE the city to accept a contract that council and the citizens of Jackson don't want.

Thank you, council members, for listening to your constituents and protecting our interests. WM has done a great job picking up our trash for years and they deserve to be awarded this contract. We DO NOT WANT this shady outfit that lacks the resources to perform the work, and we cannot afford another fiasco like the $90 million water meter debacle!

No real chancellor will grant the mayors relief and the SC surely won’t go along with it.
What really needs to happen is some discovery of finances of all involved….get any and all text messages by and between the mayor / his help and Richards. That will shed light on why we are here.

Unbelievable. Simply unbelievable. Yesterday we got to see just how unprofessional the mayor's staff is--not to speak of their inability to comprehend basic principles of government. Now this. Since Waste Management has a suit already in circuit court that involves the same or similar issues, one court or the other should stay proceedings. I feel sure that this whole mess is going to end up in the appellate courts. The question is, which company is going to pick up garbage while this needless, silly litigation goes on. Just wait till April 1st rolls around, if one court or another hasn't dealt with this issue. What a mess. If one does issue a ruling before April 1st, an appeal will likely be filed, so there is the problem of who if anyone will be picking up the garbage while that goes on.
The only good thing coming out of this debacle is that the mayor and his staff are showing who and what they truly are, or aren't.

There aren't term limits but his ability to move matters through the Council, especially the non-infrastructure bullshit he chases, goes nowhere until the next election. He'll be about as effective as a lame duck.

Little Dixie landfill is open, and owned by BFI. But they will take the trash of anyone who pays them. Every trash company doesn't have their own private dump.

I'm totally confused. Someone please enlighten me. At the last city council meeting, didn't the council approve the hiring of an attorney for the mayor? If so, what was the attorney hired for - (1) this case we are talking about where the mayor is now suing the council members or (2) to defend the mayor in the lawsuit Waste Management filed against the City? I'm so confused as to why the city council approved to pay an attorney for the mayor. Can anyone fill me in? Thanks.

Former Seattle and Portland resident here. I live in Jackson. Not a black person hardly in Seattle or Portland as they’re basically asking for more diversity in there populations. They claim it’s too white. Also it’s sad nothing but white guilted leftist vote the way they do. They mayor of Jackson is racist however.
