It appears Hinds County is getting a new jail. WLBT reported last week:
County officials announced plans to build a new detention center at a news conference at the Hinds County Chancery Court building downtown.
The announcement comes as a federal judge mulls whether the county’s current jail, the Raymond Detention Center, should be put into receivership and after a week after arguments wrapped in an evidentiary hearing regarding the matter.
Supervisor Credell Calhoun and Sheriff Tyree Jones made the announcement, flanked by an artist rendering of what the new facility would look like....
The jail would be located on McDowell Road in Jackson and would replace the embattled RDC. The facility would be located on 16th-section land owned by Jackson Public Schools.....
Calhoun said the funding for the first phase is in place, telling WLBT that it will be paid for, in part, by a small millage increase. “Just like anything, you know, you have to get it from the taxpayers,” he said.
He did not say how much that increase would be....
Calhoun said the county worked with DOJ on the new plans and has been in communication with federal officials on the plans for about a year.

Excuse me but when exactly did we discuss building a new jail? There is nothing about these plans in the Board minutes. $60 million is a lot of khabukis. What exactly is going on here? Was there an RFP issued? Were bids solicited?

Who is the architectural firm for this new jail? Has it ever designed a jail before? How does the Board know it'll cost $60 million if bids haven't been sought? Who is the contractor? Has it ever built a jail before?
If they carve up this new contract to "minority contractors" who have no clue as to how to build a jail it will be deja vu all over again.

All infrastructure requires maintenance over the years- its not a racist thing; right??
The O.B.Curtis water plant was properly designed and built by quality firms and functions as planned- The problem with the water plant is due to incompetent management - from the mayor down- going back several years.
I can't comment on the competency of the maintenance at the jail, although the problems that have plagued so much of the operations of the jail are a direct result of the county required quota of hiring minority specialty firms that were incompetent, to design the project-almost all of whom where from out of state- you can thank Benny for that! It has not functioned properly from day one due to incompetent design.

If they build a new jail it will be built by the same people who built the old jail. Maybe not the same persons but the same qualifications. Results will be the same.

Guaranteed minority contracts killed the existing jail. The same thing will happen with the new jail. This is the ultimate racism. People getting jobs only for the color of their skin instead of their qualifications.
I wonder if the Board used the federal action as an excuse to move the whole new project into executive session, based on the litigation exception to public meetings. If so, that's a pretty shady practice.
Don't you remember that the Raymond Detention Center had to be sent to architects in Chicago for a minority job and the sewage commode pipes were plumbed and they came up in the middle of the cells? The contractor was sued for it but he was just following the architects plans. Also, just FYI is there lots of yazoo clay on that site? You may want to avoid lots of problems in the future.
Well JPD can just arrest them in South Jackson and lock them up in South Jackson.

Just one problem with that proposed site...on the USGS "Jackson" Quadrangle map it is known as Bailey Hill, and is also notated as the site of Bailey Cemetery, and from my own personal stomping around it back in the 80's there are PLENTY of marked and unmarked graves at the top of the hill near the south end of the site at McDowell Rd. Pretty sure it was also once a Battery (where they had the cannons) during the Civil War.
But I'm more than certain some top-notch planners have already taken all that into consideration.

It would be cheaper to house them at other jails with spare capacity, including Yazoo City. No bond issue or debt service, no escapees, no jailers on payroll. Ever heard of Zoom hearings Hinds County?

Bailey Cemetery is located just west of Wards Wrecker Service which is north of the transmission line. A cell tower sits on top of Bailey Hill with the cemetery between the tower and I-20. The jail site is south of the transmission line. Not to say there aren't any graves on the proposed site, but the known cemetery is not on the proposed jail site.
To those who have not been directly involved with Minority participation requirements let me enlighten you a little. I know of only a few and very few minority contractors who are qualified to do this type work. It gets old being one of the privileged contractors that has to go in and clean up the mistakes. So, for once, I will not submit a bid on any portion of this project. It stinks high to heaven and is wrong on so many levels. My last comment last night was not posted because I May have said or eluded to too much, but when the truth hurts, well, then you gotta either listen or turn a deaf ear. I’m making my choice today not to be one of many who loses money on this project.
This pork project has been in the works close to five years headed up by Graham and being kept on the down low. Anyone ever noticed a concrete company that just went in right there? That’s all Robert Graham as well.
