The Flowood Police Department posted the following statement on Facebook.
On February 24,2022- The Flowood Police observed a stolen vehicle on Lakeland Drive coming into the city from Jackson and attempted to make a traffic stop. The vehicle refused to stop as it attempted to evade the law enforcement. After a short pursuit, officers were able to take the driver and occupant into custody without incident. Officers learned that during the pursuit, the driver was holding an infant child. The driver was identified as Kimberly Nicole Davis of Jackson. The passenger was identified as Deandre Anthony Harper also of Jackson. The subjects were charged with Receiving Stolen Property, Fleeing or Eluding LE, Poss. of Weapon by Felon, Child Endangerment, and Poss. of Schedule II. Officers learned that the stolen vehicle was taken during an Armed Carjacking from the City of Jackson. The Flowood Police Department would like to thank the Jackson Police Department for their assistance in this case.
Kingfish note: This is not Mr. Harper's first episode of carjacking. JPD arrested him for carjacking back in 2013 but when the District Attorney and Judge Kidd got through with the case, he pleaded guilty to armed robbery. Judge Kidd sentenced him to serve 15 years in prison and a five-year probation term but suspended 7 years of the sentence and gave him credit for time served. A Hinds County grand jury indicted him in 2011 for house burglary. He wound up in the RID program and had to pay a $1,000 fine. The grand jury indicted him again in 2013 for auto theft. He pleaded guilty and was sentenced to 10 years in prison but five years were suspended and he was given credit for time served.

As Kamala Harris said you are getting what you voted for. Police officers are targets of criminals and the governments they work for these days. They put their lives on the line daily to clear the streets of people like this and judges and prosecutors do all in their power to return them to the streets as soon as possible. I think the only way to stop what is going on in our country is for the citizens of this country to exercise their constitutional rights. I think most of you know exactly which of these rights I am talking about. I exercise this right on a daily basis and I don't have a permit from the state to do it and you don't need one either.
Judge Kidd is a joke. Someone who cares should run so we can vote him out.
Deandre is not fixable. He has proven that over and over.
However, he can be contained.
This is a textbook example of someone who should be sentenced to life in prison as a habitual offender.
Society has helped and helped him to no avail. It's time to rid society of Deandre.

Can they be charged in Rankin County for stealing the vehicle in Hinds? If not, we would be better trying him for evading law enforcement in Rankin than for armed robbery in Jackson. Choice of venue > severity of the crime.
Years ago the police handle people like this with rubber hoses and thick phone books. Some of you may need to be old school to understand what I am talking about.
Getting this guy off the streets should be a priority. He obviously is not a very smart criminal and he is getting older and more desperate. He will soon kill somebody if they don't kill him first. Count on it.

i'm calling bullshit on this story. fake news, fake news, fake news. there is no way a majority white police force, flowood pd in rankin county in mississippi, of all places, apprehended this upstanding young man and female friend, without incident. and he had a weapon!?!? can't be true.

Actually, 12:13, since the driver was seated, he had already 'stopped', even though the vehicle continued to move, as you can't move forward when you're seated and strapped. Why don't you just wise up and stay 'The driver refused to stop the vehicle?'

Can some lawyer please help me understand, went would a judge sentence someone to 15 years but then suspend half of it? Why not just sentence them to 7 years?
And how was his time served equal to the remaining 7 years? He wasn't in custody for 7 years before trial.
The very first time someone is convicted of using a firearm to jack a car or rob a store or an individual, should mark the absolute end of his life on this side of the prison bars. Away he goes for the rest of his natural life. Nothing suspended, no credit for good behavior, no parole -- none of that.
It's a miracle if he hasn't killed someone up to this point in his career. Threatening to kill someone in order to take their property marks you as unfit to live free in a society.

@2:15 PM The defendant has the remaining time held over him, so if he screws up after release, the court can order him to do the remaining time.
Mister Deplorable, I would venture a guess that the only reason he hasn't killed somebody that we know about is just a series of lucky chances, because I'd bet that if a robbery or carjacking went bad he would definitely shoot.

They need a sentence of about 90 years in the butter bean patch at Parchman Farm. Give them both a minute or two to think about their bad deeds.
I would say Mr. Harper is habitual Repeat Felon. In some states this might still get a plea deal, (does anyone have jury trials) but he would spend some time in Prison and sadly leave as he is now or worse. Is this going to be a Rankin County Judicial case? I am not in legal field, and I do not wear my mask unless at Doctors.
