State Representative Nick Bain apparently has no problem with kids setting dogs on fire. The House Judiciary "B" Committee Chairman refused to bring up SB #2261 for a vote before the March 1 committee deadline.
A 12 year-old child intentionally set a dog named Buddy on fire last year. The obviously disturbed child escaped prosecution because he was a minor. State Senator Angela Hill tried to fix that problem with SB #2261. The bill stated:
(c) The youth court shall order that a child adjudicated delinquent receives a psychiatric evaluation and counseling or treatment for a length of time as prescribed by the youth court. The cost of any evaluation, counseling and treatment shall be paid by the offender's parent or guardian, or by the state if the offender is a ward of the state, upon order of the youth court, up to a maximum amount that is no more than the jurisdictional limit of the sentencing court. The youth court shall hold the offender's parent or guardian in contempt under Section 43-21-509 if the parent or guardian willfully does not follow the recommended treatment for the offender. The bill unanimously passed the Senate. Unfortunately, the bill never saw the light of day in Bain's committee. State Senator Hill said she tried to contact the State Representative in the days leading up to the deadline but he would not return her calls or texts.
The State Senator said she will try again next year.

A barely 16 year-old Luke Woodham tortured his dog to death as he beat her, poured lighter fluid down her throat, and set her on fire to "harden" himself before he killed his mother and schoolmates. Don't take my word for it. Read the excerpt from his diary posted below.
On Saturday of last week, I made my first kill. The date was April 12, 1997 about 4:30 p.m. The victim was a loved one. My dear dog Sparkle. Me and an accomplice had been beating the bitch for a while and last Tuesday I took a day off from school just because I didn't want to go. My friend came over and we beat the dog. In the process of doing so we hurt her leg. Later in the week, about Thursday, I'd say, my brother said she was limping. He suggested we take the dog to the vet, but I talked him out of it saying that she probably stepped on something hard, that she would be O.K. in a day or two. Saturday my brother brings up the vet again but said he didn't have the time to do it today but he would do it next week. I was afraid the vet would notice all of the bruises on the dog and I would get in trouble. So I called my accomplice and he came over at 2:00. We beat the dog, tied her up in a plastic garbage bag, put that bag in another bag ...We put the subdued little pooch in an old book bag and went to some woods. When we got out to the woods I took a billy club.... I ... handed it to my accomplice. He ran and hit the bagged dog with it. I will never forget the howl she made. it sounded almost human. We laughed and hit her hard. I picked up the book bag, which was now soaked in her blood, and drug her across the ground dropped into the woods. A hole developed in the bag and the dog stuck her head out, fully engulfed in flames. We put more on her, and more and more, and more. She got out and tried to run. I took the night stick and hit her in the shoulder, spine and neck. I'll never forget the sound of her bones breaking ... We set her on fire again, the foolish dog opened her mouth & we sprayed fluid down her throat, her whole neck caught on fire, inside & out. Finally, the fire went out and she was making a gurgling noise. I silenced the noise with the club again. I hit her so hard the crusted burnt scar on her shoulder fell of(f). I hit her so hard I knocked the fur off her neck.... Then we put her in the burned bag and chunked her in a nearby pond. We watched the bag sink. It was true beauty.
If the neighbor reported what Woodham did to his dog, at worst he would have been guilty of a misdemeanor if he was an adult. Such a crime would be a felony today if committed by an adult. Unfortunately, requiring a psychiatric evaluation for the Luke Woodhams of Mississippi was too much for State Representative Bain since he killed the bill and that, my friends, is the bottom line.

Bain is just another power-drunk smart-ass who enjoys throwing his "influence" around. No different than 90% of the other jerks waddling and strutting around the capitol building. No humility.
He was instructed by House leadership to let it die, simply because the Senate had not passed Gunn’s tax bill. Same fate as senate teacher pay bill, ARPA funds, and others. Gunn said publicly that he would kill everything unless he got his way on the tax bill.
Pop some popcorn, pour a nice single malt, and watch how this plays out.
Nick Bain is a good guy. Y'all literally don't know the man... Just because you disagree with a policy decision of his doesn't mean you can cast judgement about who he is as a person.

Bain switched parties from Democratic to Republican on March 1, 2019. Bain said the change was so he could be more involved in the legislature. "I’m tired of sitting on the sidelines. I’m ready to be part of the policy-making in Mississippi," he said.[1]

This lightweight is not allowed to make decisions on his own. His guidance comes from the republican leadership above. And it doesn't have anything to do with a tax bill (that presumption is laughable).
I wonder what the underlying reason is for his opposition - obviously a rep doesn't oppose an animal cruelty bill because he's cool with setting pets on fire (that wouldn't be the stated reason, at least.) If I remember correctly I think the arguments awhile back against criminalizing cockfighting in Louisiana and dogfighting in Mississippi were based on (alleged, potential) overreach. Anyway, in regards to this bill, I would guess that, like most things, there is a financial reason behind his opposition. Any ideas, without having to look through his donor list?
Interesting because Bain’s wife is a teacher snd cheer sponsor in Corinth. Both of them have been power hungry since graduating from college. They would step all over anyone that questions anything that they do. So here I am, questioning! Why listen to the powers that be about killing this bill? Step up and be your own man, Bain! Karen Craft, of the Simpson County group Save Our Strays said the 2011 legislation originally mirrored much of what SB2174 proposes. A similar bill filled last year stalled in committee, which heard comments from a Farm Bureau lobbyist.
“(The Farm Bureau) is preaching that it is a slippery slope, that before you know it they’re going to becoming after commercial, agriculture and famers, but this has nothing to with pigs, goats and cows,” Craft said. It is already a felony to abuse farm animals on first offense in Mississippi.
The Farm Bureau would not answer questions on its position when reached by The Clarion-Ledger on Wednesday but provided a statement: “The Mississippi Farm Bureau Federation is adamantly opposed to the cruelty, abuse, or mistreatment of any animal. … Farm Bureau would like to see the current law enforced to its fullest extent before adding additional laws.”
We need to let animal torturers roam free so we can save tax dollars.

Due to the power of Farm Bureau and people like our current cowboy Ag Commish and former legislator, who suck up to them. The bill was worded, watered down and reworded and watered and worded again to try to help these idiots understand that a farm animal (i.e. bull, jackass...) and a domestic pet (i.e. cat, dog...) are two different things.
Though, in my opinion, a farm animal is just as deserving to be treated well.
Side note: men with cats are very secure with themselves and manly.
Men who are obsessed with dogs are a huge turn off for me, but to each their own.

When I saw this posted on Facebook, I immediately called or sent emails to the representatives on this committee, including Mr. Bain, who did not (yet) respond.
The "slippery slope" adage does not apply here, the Farm Bureau notwithstanding.
I would be interested in knowing this child's name, and following his psychological development. To date, I believe his name has never been made public.
I suspect we'll be hearing about him in the future.
Farm Bureau has used their clout to oppose animal cruelty laws for years. Paul Gallo and JT regularly used their radio shows on Supertalk to denounce any type of proposed laws.
Michael Lane Campbell was arrested and charged as an adult on Friday, two months after Gaines Coker burned to death at a property in Coldwater, Mississippi.

And while we're handing out trophies, don't forget to congratulate both orange-tie Joel Bomgard, rep from Madison and the female Blackmon, lawyer-senator from Canton for twice opposing increased penalties for animal cruelty two years ago. The bill became law but never forget their opposition.
Nevertheless - I don't want any of the legislative folks, with whom I'm familiar, making the decision to require my family member to attend psychiatric sessions. Next thing you know they'll be requiring other forms of medical treatment....Like shots.

I don't understand why anyone would not push a bill like this through other than self-serving reasons. Seems doing the right thing is not a requirement of one who wants to run and be elected to serve his or her community. It's disheartening and disgusting.

Kingfish, if you will do some research you will find Bain was secretively going behind his fellow legislators in his area to create his own judicial district for his friends in Corinth. It got pretty heated when the other legislators found out. It got heated on the house floor and King Gunn had to admonish some people who were calling it like it was.
Word is some other law makers will revive this bill. They agree that Bain was wrong.
I wonder what Bain’s kids think about him letting dog-killers walk freely?
