State Auditor Shad White issued the following statement.
Today State Auditor Shad White announced Special Agents from his office have arrested Michael Ludlow and Mickey Bellande, Jr. after both were indicted for fraud and embezzlement. Both Ludlow and Bellande are former maintenance employees at the Biloxi Public School District. Demand letters were presented to both men upon arrest.Michael
Ludlow is accused of submitting fraudulent timesheets from October 2020
to November 2020 to embezzle money from the Biloxi Public School
District. He was allegedly absent from work during
time he claimed to be present. Ludlow also purportedly conducted
personal business at other times he was on the clock and being paid by
the school district. Special Agents presented a $6,678.32 demand letter
to Ludlow when he was arrested. The demand amount
includes interest and investigative expenses.
Investigators
also believe Ludlow purchased controlled substances during the workday
while using a district-owned vehicle away from school property. This
incident was referred to the appropriate
law enforcement agency and is pending prosecution.
Mickey
Bellande, Jr. also allegedly submitted fraudulent timesheets from May
2020 to August 2020 in order to embezzle from the school district. He is
accused of clocking into work and returning
to his home for extended periods of time. He also allegedly used a
district-owned vehicle to conduct his own personal business. Bellande
was issued a $2,870.99 demand letter when he was arrested. This amount
includes interest and investigative expenses.
“I
applaud the work of our investigators in this case and their
cooperation with other law enforcement agencies to ensure the other
illicit activities that were discovered will be fully investigated
and prosecuted,” said Auditor White.
Both
Ludlow and Bellande were taken into custody at their respective homes
on Wednesday morning with assistance from other law enforcement
agencies. Bond for both men will be set by the court. Both
cases will be prosecuted by the office of District Attorney Crosby
Parker.
No
surety bond covers either man’s employment at the Biloxi Public School
District. Surety bonds are similar to insurance designed to protect
taxpayers from corruption. They will remain liable for
the full amount of the demand in addition to criminal proceedings.

Glad they are going after them. Some government employees feel entitled to “special benefits “ because they don’t make much money or haven’t had a raise in a while. I supervised an employee that was the HR director and felt the same way so he “tweaked his timesheets” and allowed the people he supervised to do the same.
Let’s say that they soon found it easier to work somewhere else.
It is difficult to fire a state employee but holding them accountable everyday seems to make them uncomfortable.

It may be like the NY "Broken Window" Policy that turned crime around. When prosecutions for minor crime (If there is a such thing) increased, all crime went down.
If the Auditor's Office knowingly allows someone steal $20 & nothing is done, what's the disincentive for them to steal $2000 or $20,000?
Most people who Embezzle/Steal dont have a Moral code that they adhere to. IE..I limit my theft to $20, even though I know I can get away with more.
Plus, in BEST case, a habitual Offender may get caught 1 out of 20-50 Crimes they commit if it's reported. Then that doesn't guarantee they will be found Guilty IF prosecuted. That's why so many have long rap sheets of Arrests & few convictions.

Then in the Case of OSA, it's even more difficult because of unknown Crime. Probably MUCH less than 1% of state/county/city/Town misconduct/Theft is ever reported to the OSA. Then how are their limited Resources prioritized?
Many Government Entities have a Culture already in place that allows & encourages Fraud.

If you ever got a speeding ticket for 6 mph over the limit, you likely understand any crime is a crime. If they can't afford to do the time, then don't do the time. The cop who busted me for 51 in a 45 zone, was just going his job, just like Shad and his investigators.

What's strange is "Auditor White" will prosecute these poor souls for nickels and dimes, but he looks for an "opportunity to save money" when he audits the school districts.
Those district superintendents and their minions should be held accountable as well for the millions in duplication and waste he's finding. Some supes have recently announced their retirement because they likely feel the heat coming on that account.
The educational systems in MS are fraught with knowing and willful ignorance of excessive and unjustified spending. Ask anyone who works within it. White is only scratching the surface, and hasn't even touched higher ed yet.

All exempt meant was that you weren’t compensated at time and a half for any hours Worked over your regular schedule. I’ll give an example so try and follow me.
Now go to your quiet place stop eating your crayons and concentrate.
If an exempt employee works 41 hours in a week then they are compensated for 41 hours.
Focus now. This is where it gets tricky.
If a non-exempt employee works 41 hours in a week then they shall be compensated for 41 1/2 hours.
