The Lumumba administration decided to move in a different direction in operating the Jackson Zoo nearly two years ago. The Jackson Zoological Society operated the zoo since the 1980's. The Mayor decided to get a new management company after the Society's Board voted to move the zoo. Jackson Chief Administrative Officer Dr. David Blaine addressed Jackson Zoo employees in the spring of 2019 in the recording posted below.
The recording is rather interesting at times. Dr. Blaine at times brags about the city's $19 million surplus. You read that correctly. The Lumumba administration constantly whines about how broke the city is yet such money problems disappeared at the Jackson Zoo that day. Dr. Blaine also spoke of the wonders of Zooceanarium.

Did they serve the Lumumba walks on water kool-aid out of buckets or plastic garbage cans that day?

I don’t have an hour and a half to waste listening to this, but he must know what he is talking about because ie is a “doctor”.
Gotta admit, that is a sweet comment.
On a $250 million budget (not including the water and sewer enterprise), that's not much of a surplus.
A lawyer trying to understand finance?
Having a surplus doesn't mean you have great amounts of money to accomplish new tasks. If just means you didn't go into further debt - which is an accomplishment by itself, given Jackson's recent history.
