JPS: spending more, achieving less

The Jackson Public School District spent* more money per student, yet had the worst rating and graduation rate, out of all public school districts in the tri-county area for 2011-2012. JJ reviewed report cards for all districts in Hinds, Madison, and Rankin counties for the 2011-2012 school year.  The other districts were not even close to JPS in terms of spending money.   JPS spent nearly $1,000 more per student than the nearest district, Canton. What is really interesting is the districts that spent the most had the worst grades and graduation rates. The mantra that the suburban districts are wealthier and can spend more money is simply not true. Clinton spent nearly $2,000 less per student yet achieved an "A" rating. Rankin spent $1,813 less per student and achieved an "A" as well.


JPS also has the lowest ratio of teachers to total number of employees. Translation? Teachers make up the smallest share of the school district employees compared to other local school districts. 42%. Madison and Rankin Counties are respectively at 56% and 61%. It is easier to skew such percentages at the smaller districts but the county districts are larger and thus more comparable to JPS on this score.

JJ also compared JPS to Desoto County Schools as they are similar in size. Desoto has 2,413 more students yet spends over $3,000 less per student. Let that sink in to your skulls full of Clarion-Ledger mush. Desoto spends $3,000 less per student, yet nearly half the employees are teachers, the graduations rate is twenty points higher, and the district is rated an "A". Yup, throwing more money at JPS will solve its problems.

Such facts rarely enter any public discussion about education in Jackson, as we are constantly told JPS is broke.  The district needs more money.  The burbs are richer, whiter, and have more money to spend.  Blah, blah, blah.  The fact is JPS spends more money, wastes more money, and gets the worst results.   The next time JPS comes to the Jackson City Council with its hand out for more money, the city council should force them to allow the State Auditor to conduct a performance audit on the district, even if the city has to pay for it.

*Spending is all spending per student: federal, state, and local dollars.  No distinction is made as to the source of the money.

it would be interesting to see administrators salaries for these districts....

what is crystal clear is that JPS's woes aren't linked to the students who attend but the structure of the school system

So Canton and JPS are the most expensive and worst districts. Is it time to discuss the elephant in the room?

Incompetence breeds incompetence. If there's one thing an incompetent administrator cannot stand, it's a competent teacher who challenges the system, rocks the boat and who advocates and expects change. Ask me.

The sad part about this is that the JPS district will never be taken over by the state. Unless there is a black governor with the balls to do it. And neither of those will happen in our lifetime.

7:58; What do you mean by 'structure of the school system'? The 'structure' is no different than the 'structure' of any large system. It's the administrative incumbents within the structure who are the root of the problem. And that won't change.

JPS's biggest problem is the parents of their students. If the parents don't care about receiving an education, then the students don't care either and that results in low scores and high dropout rates. Administrators and teachers cannot make students and parents care about receiving an education.

Unfortunately school districts are employment agencies in far too many places- JPS is certainly one of them.

Thing that surprised me most about this was IEP students. I always heard that the districts like JPS had more special ed kids, which therefore cost more money, and that was the reason they spent more. Obviously that isn't true.

Not just the administrative salaries, it would be interesting to see the administrative structure (central district offices as well as each school). How many assistant or deputy superintendents does the district have? How many Director of (fill in the blank) positions, and are these positions really necessary?

In fact, this would be interesting information to have regarding all 152 public school districts in Mississippi.

9:55 the problem is many don't have parents. They may "stay" with an older woman, and sometimes a man, but they don't parent.

Agree 10:47 re:parents. As further proof, go to a PTO meeting in private or parochial schools. Standing room only. Go to a JPS one. Damn near empty.

This is what happens when we have social programs that reward procreation. Parents? No, just making babies so we can get a bigger check and more SNAP benefits.

So much for the "Great Society."

JPS has their own police department. I'm sure that costs a lot of money. They also have a ton of buses that carry kids to Montessori, APAC, IB, etc. I'm sure there are other big expenses that urban schools have.

It's foolish not to distinguish funds by source. Much of the Federal money is Title I, and is district/ student socioeconomic status specific. The DeSoto comparison is apples to oranges because much of school funding is tied to demographics, but not in the way you want it to be.

I don't doubt that JPS is administration heavy.
I don't doubt there are inefficiencies.
I don't even doubt there's some politically created" jobs and promotions to administrative levels of teachers to increase salaries.
But, I'd also like to see how their maintenance costs compare to that of the other systems listed.
Rankin and Madison have new schools. They are likely having to have roof, plumbing and electrical work on a regular basis just to keep operating.

Oh, for Heaven's sakes. Now, as anticipated, along comes 5:59 to take us back down the proverbial path of separate but unequal. They failed because they had used books. They failed because they had leaking windows. They failed because their busses were outdated. They failed because the teachers attended HBCUs. They failed because the blackboards had termites.

Get off your ass, 5:59, and drive out 20 Westbound and look at the physical plant of the Bolton school. Take a look at that fine, brick, prison-looking huge structure up 49 North from Medgar.

Then look around this nation at the better-performing schools with much worse facilities than those you imagine make up JPS.

hey 5:59, JPS had a $150,000,000 bond issue a few years ago that was supposed to take care of all of that. Wonder where that went - perhaps their 'minority' contractors.

I can testify to any judge that JPS pays high salaries to top level administrators. Many of them got their position through family relationships or just "relationships". So many are not qualified. The Supt brought his crew from Tennessee and is paying them huge salaries. One of them is a "minister" in Tennessee and is not at work several days during the week because he has to drive back to TN to preach. School administrators are not heavily paid and have not received a raise in 8-9 years. Some of them are not qualified, but not over paid. Many teachers in the district are simply not good teachers. You can talk about parenting, but the parents send the best they have to the school everyday. JPS is robbing the kids of the education they need to help them break the cycle of poverty! Huge problem that is not solved by money!

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).


Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Relax at the Fox News Tent. Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. To gain admittance to the VIP section, bring either your Republican Party ID card or a Rebel Flag. Bringing both and a torn-up Obama yard sign will entitle you to free drinks served by Megan, Wendy, and Kathryn. Get your tickets now. Since this is an event for trolls, no ID is required. Just bring the hate. Bring the family, Trollfest '09 is for EVERYONE!!!
