So Full Spectrum thinks there is $20 million in Old Capitol Green money waiting for them to borrow? Guess again. Check out lines 30 and 2216 in this bill that was enacted into law this year:

Time for the legislature to revoke Full Spectrum's option to lease or develop and just sell the parcels to private investors.

Has John Arthur ever litigated a contract dispute? I thought his expertise involved processing B.S. mass tort claims. Having said that, half the circuit court judges in Hinds County don't know squat about contract law, either, so it may not matter in the least.

But what was the actual legislative intent? Until this is actually litigated who knows? usual plain language trumped by judges and so on.
