The Ever-Shrinking JPD

 JPD keeps on shrinking despite the city's best efforts to hide that little fact.  WLBT reported last week: 

As statistics from the city of Jackson and our own analyses show decreases in most types of violent crime last year, the number of police officers employed by the city is dropping, too.

Departmental rosters obtained exclusively by 3 On Your Side show the number of sworn officers working for the Jackson Police Department plunged from 335 in March 2019 to 225 a few weeks ago.

Had it not been for recruits added through JPD classes over the years, that number would have been higher.

The most recent departmental roster lists 151 officers assigned to patrol the city’s precincts, but that doesn’t account for those on sick, vacation, military, or FMLA leave.

In recent months, Jackson Mayor Chokwe Antar Lumumba and Jackson Police Department Chief James Davis have blamed those drops in personnel on officers going to work for Capitol Police because of better pay.

That may not be the only factor causing people to jump ship, according to city leaders.

“When your police force drops and drops and drops in numbers, that’s a sign of a morale problem or not enough pay problem or a leadership problem,” City Council President Ashby Foote said. “But it’s a problem that needs to be addressed. It needs to be addressed aggressively. You can’t just be passive and let it just, you know, things get hollowed out on you.”... Rest of article.

I'd expect some of the JPD officers have gone to Capitol Police, but I'm told a majority of Capitol Police do not live in Jackson.

CP has around 150 officers which includes Capitol Complex building security. 101 CP vehicles (marked & unmarked). 40-50 officers on the streets with marked cars. In the past year Capitol Police have made more than 350 felony arrests and last month received 20,000 calls.

4 precincts, 3 shifts per day ,per precinct, leaves approximately 10 patrol officers (not counting sergeants or lieutenants) per shift, per precinct. Working 8 hour shifts on a 5 on 2 off schedule, with normal days off that leaves 7-8 officers normally working per shift, per precinct. Now consider vacation days, sick leave, etc., there may be shifts with 5 or less officers working. No wonder it can take a considerable amount of time for an officer to respond to a call. Not the individual officers fault, just sad.
In the 1980’s and 90’s JPD was a highly regarded, nationally recognized law enforcement organization. As the political landscape changed the erosion of JPD began. In any organization leadership matters and in the case of the City of Jackson that begins in the mayor’s office.

I live in the city of Madison. A neighbor on my street parks his Jackson police cruiser down the street almost every day or night. Can you be a Jackson cop and live and park your car in Madison county? For some reason I thought you had to live in Hinds county to be a cop in Jackson.

Leadership from the mayor's office? He can't even get the traffic signal operational on High Street at the Fairgrounds entrance -- most likely one of the busiest streets in Jackson.

Pay them their market value, have them turn in mileage logs at shift's end, and anything that's overage on the next roll call deduct it from their checks.

Just glancing at the salaries posted in this article, JPD officers make from $20.61 per hour to $34.71 per hour. Of course, the highest paid are the Deputy Chiefs. The rank and file officers make generally less that $25.00 per hour.
Would you strap on a gun, risk your life and face the crap that these men and women deal with for less than $25.00 per hour? I dare say you would not. The City administration should be embarrassed and ashamed.

Lumumba has done an outstanding job of getting rid of the police without having to go through messy political minefield of "defunding" the department.

1. Cycle through police chiefs until you find one who gets the message.

2. Indict a few cops for doing their jobs.

3. Give your sister oversight authority over the department.

Mission accomplished, without ever having to get your hands dirty.

Lumumba (lying again) and Davis say the loss of officers has been their transferring to Capitol Police.

IF that statement was actually true, then the question any good manager would have is "why?" Why am I losing my employees to the company across the street that is hiring them to do the same job? What do I need to fix in order to put a stop to that loss of employees?

But no - that question is not being asked. Maybe for two reasons - one, if they asked it they know the answer would be that police officers, like any employee, want to work where their performing their job is recognized and appreciated, rather than likely potential punishment; or two, they know the statement is not true.

Capitol Police currently has 125 patrol officers, trying to reach 150 within the next few months. Of those 125, less than ten came to CP from JPD. Single digits. True number is seven or eight, whatever - can be counted on two hands.

Less than ten does not account for the loss of patrol officers to that potential employer. Now, the fact that all who can are leaving to go to CP, Flowood, Ridgeland, Madison, Florence, Pearl, ----- whereever they can get on in order to get away from the shitshow Jackson is over the policies put in place that JPD officers are expected to follow. And they are tired of being told who they can arrest and who they have to turn a blind eye.

3:10 - ARE you one of those that love to talk about the pay of public officials - Governor, school superintendent(s), school administrators, legislators, commission members, highway department employees, whatever? If so, realize that police officers are no different, they are getting paid with public dollars and their pay is public record. Unlike the pay of the Mississippin Hospital Associaiton Executive Director, which has recently been exposed to be $750,000 - you know, for those poor broke hospitals that need more dollars from the taxpayers in order to stay afloat, they can pay their dues to support that pay level for not just the ED, but similar pay for the rest of the staff.

Maybe the reason to post the pay of JPD is to rid the myth that they are underpaid compared to surrounding jurisdictions - and that is without consideration of the massive amount of overtime they earn due to the severe personnel shortage.

Laughing at the posts referring to calls for service. You guys would lose your lunch if you saw the number of calls for ONE PRECINT for JPD. I'm very much in favor of Capitol Police and yes there are more than 7 or 8 officers there from JPD (don't know where that number came from). The very citizens screaming defund the police, are the ones always calling for help. Pct 2 has had NUMEROUS SHIFTS WITH LESS THAN 5 OFFICERS AND THAT INCLUDES THE COMMAND STRUCTURE. You got what you wanted. A totally lawless city and no one to come help. Thanks Antar.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).


Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Relax at the Fox News Tent. Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. To gain admittance to the VIP section, bring either your Republican Party ID card or a Rebel Flag. Bringing both and a torn-up Obama yard sign will entitle you to free drinks served by Megan, Wendy, and Kathryn. Get your tickets now. Since this is an event for trolls, no ID is required.
