Mayor attacks amended HB #1020.
Jackson Mayor Chokwe Antar Lumumba issued the following statement:
The recent amendment to HB1020 still exists as an attack against black leadership. It is an effort to strip one of the largest black communities in the nation of its voting rights, pick its leadership and deny the right to vote. This bill would make Mississippi a model for red states with blue capital cities. At its core, this bill is about lawmakers giving themselves the ability to outmaneuver the federal government. So, by policy or through actually preventing people to vote, it still reflects the poorest version of Mississippi. Lastly, the portion of the bill that suggests that the City of Jackson sign an MOU (memorandum of understanding) in ‘agreement’ with the CCID merely suggests legislators realize this bill is fraught with constitutional issues. Therefore, they want it cloaked as an agreement between the city and the state - as opposed to what it really is - a seizure of power over our City.”
Kingfish note: The Mayor earns the nickname "Lying Lumumba" yet again. The bill adds another ELECTED Circuit Judge in three years. It adds three prosecutor's to the ELECTED District Attorney's office. There will be two appointed Circuit Judges whose terms expire in three years. Their jurisdiction is limited to criminal matters. The Mayor has not complained about the use of appointed Circuit Judges to reduce the docket prior to the creation of this bill.
Protesting those sections of the bill does not make sense as doing so is at odds with reality. No, what the Mayor is probably upset about is the expansion of Capitol Police jurisdiction. Well, Mayor, if you want to get mad about that little feature, go look in the mirror because your record on crime is an utter failure.
The Mayor is the one who ran off the popular Lee Vance because the Chief would not let him micromanage his command staff. It was the Mayor who hid the crime stats. The annual number of homicides achieved the worst top five years each year the Mayor has been in office. He went through three police chiefs his first year in office. He appointed a police chief to replace Vance with no supervisory experience but he performed his role in running off Vance's command staff. He replaced him with a chief who was chief of patrol and a command staff populated with sergeants. He made a point to wage war on the police with his ID policy. It's no secret he urged the prosecution of Anthony Fox and two other officers.
JPD is nearly crippled with 150 or less patrol officers. Beats often go unmanned. The Mayor instituted a no-chase policy, thus turning the streets of Jackson into speedways of mayhem. The Police Chief claims violent crime is down 20% but oddly enough won't produce the numbers when asked to do so by the press. The Mayor refused the same help from the U.S. Attorney when Trump was President that he accepts now, proving politics means more than lives in this administration. The only thing he wants from the state is a check with no strings attached so he can funnel the money to the Hondos and Rukias of the world.
The Mayor sees the Capitol Police as the enemy and a convenient tool for playing the race card. If the Mayor doesn't want the Capitol Police jurisdiction expanded, perhaps he should do his job. That would mean cleaning house at JPD, restoring transparency, and getting out of the way of the police. In other words, let the police actually police.
Unfortunately, it is much easier for the Mayor to blame Republicans than it is for him to actually do something about crime.
HB #1020 is not an attack against black leadership, Mr. Mayor. It is an attack against your leadership, or lack of it and that, my friends, is the bottom line.

Lumumba is big mad (and scared) that the Capitol PD might be able to enforce the law in all of Jackson, and there is nothing he can do about it. They will be allowed to arrest dope boys from the Washington Addition all the way down to McDowell Road, and who knows what that might uncover! Hopefully, enough thugs can be caught with weapons charges, and they can go through federal court, bypassing the Hinds Co judicial circus.
Jackson Mississippi is the only capital city in the country who has not updated its crime statistics in over two years.

The amendment shows how the legislative process is supposed to work. Wiggins talked to the DA and others. The committee went along with the changes and passed it.
The CCID expansion was removed. The only thing he is griping about is the Capitol Police, the same Capitol Police he and Pickett accuse of assassinating Jackson residents. He has declared war on them.

I am curious how crime stats will work and be reflected on city of Jackson compared to inside the CCID. They should still all be reflected as JPD crime. Capitol is just a supplement.
Would it not be easier legislatively to just take dps or MHP and restructure a state police like Louisiana and several other places. MHP would not want it, but I would think that would benefit many other places in the state that need more LE resources instead of invested so much into Jackson. That’s a lot of legislation to change functions of a state agency for a few square miles of the state.
He has never served his country in the military (or anywhere else), and it shows. What a limp dick cuck he is.
The State has no business in policing anything in Jackson except the Capitol Complex. Stop there. This is a bad bill and should be killed because it is probably unconstitutional and in no way benefits the citizens of Mississippi!

Explain how "banded neighborhoods" have stopped murder and carjackings, without law enforcement.
If Jackson doesn’t want help, if the Mayor wants to protect the drug dealers, if residents want shoplifters, car jackets and thieves to go unpunished, if Jacksonians want mismanagement, sewer spills, seeer overflowing into neighborhoods and not being fixed, then heck, let them have it. Most of you continue to miss the real issue here. The crime in Jackson has less to do with Labamba and more to do with a moral breakdown in a portion of our society. Memphis has a proportionally equal problem, and it has a very effective mayor. You think Jackson is the only city with crime issues - well it ain't. But there is a common denominator among all the cities with high crime rates.......

Memphis' murder rate last year was .46 per thousand;
Jackson's murder rate last year was .888 per thousand, about twice the rate of Memphis, and Jackson is still the murder capital of the whole USA.
It is about time to start having serious conversations about moving the capital. It has happened before during times of war.
I think Rankin, Madison, Desoto, Harrison, Jackson (county) would all make viable options.

I attended the symphony last night and ate at the Mayflower beforehand. Driving down Capitol Street I could not believe that it appeared to be 90 percent empty storefronts. Before the Capitol Police, the entire street would have been one huge ghetto street party but at least that seems to have been quelled.
We do not need to move the Capital. We need to re-move the Mayor.
Most of the people left in NE Jackson are there by choice.
