Update: City Council rejects contract on same 4-3 vote.
Will the Jackson City Council pass the FCC garbage contract today? Will Jackson go to once a week garbage pickup? Who will get the DBE grub? Can we get monogrammed special garbage cans? And what does all of this have to do with the One Lake Plan. Watch the debate streamed below.
Notes:
* Citizens will be able to use other containers if they have overflow.
* Contract amount is reduced from $10.9 million to $10.4 million. However, that does not include the $3 million for garbage bin.
* Solid waste division is currently funded at $4 million but it needs $6.3 million to be fully funded. $21 per month will cover the current budget, $35 per month will fully fund sanitation services.
* Council rejects the contract on a 4-3 vote along the same lines.
* Stokes moves to accept second lowest contract for twice a week service. It died for lack of a second.
* The City Council voted to hire Phelps Dunbar to investigate the alleged misappropriation of funds by the Director of Constituent Services.

Antar probably has some explaining to do to the FCC brass. He almost certainly assured them everything was in order, and it's likely that assurance came with a price.

Probably a dumb question, but what happens when the current Waste Management contract expires on Sept. 30th and no new contract is in place? Does garbage just not get picked up at all in Jacktown?

Again, Kenny Stokes being at TWO city council meetings should tell you something. Man doesn’t show up for any work sessions and barely for council but came to vote on a contract and left right after? Something smells funny.

Personally, I am pleased with WM's courteous, dependable service and will tip them more for Christmas.
Meanwhile, Charles Williams, P.E.phd, would be an excellent mayor because:
1. He knows all the infrastructure problems in Jackson;
2. He could sell off Jackson owned real estate and start collecting unpaid City bills to fix the problems;
3. He's courageous enough to stand up to political pu$$ies like the Boy Mayor.

Yes, he is basically a good many.
No, he is a terrible manager - as Director of PW (granted, it was intended to be a short term promotion) he couldn't manage.
Yes, he is a good engineer. (Management and Engineering skills are far different, kinda like lawyering and managing are diefferent.
Maybe, he knows the infrastructure problems in Jackson but other than those dealing with streets and bridges he doesn't give a damn about them. Water & sewer, and by extension garbage, are out of his bailiwick and out of his mind's eye.
He has hardly ever stood up to the boy Mayor, but obviously has you fooled. Guess being able to fool part of the masses is part of what would make one a good politician, but not necessarily a good Mayor. Example: Lumumba

I know for a fact that the mayor used this process to butter his own bread. My contact is his BFF and on the city payroll too. It was all about the fundraising. ChokeUp openly solicited money from the trash companies. It would be interesting if someone could find out about the large donations from that PAC. I would think the council can bluntly ask the company reps if they or anyone in their company donated to ChokeUps campaign.

You may know Charles Williams' skill set better than I, but he solved a City water problem for my property immediately yesterday when the rest of the City had ignored a phone call, an email and two physical letters over two weeks.
I have the impression that he is a responsible adult who understands Public Works problems and gets things fixed when he has the budget and power to do so. He also claims to love Jackson.

Krustyar, ok - he solved your problem yesterday - that "THE REST OF THE CITY" had ignored for two weeks.
Just who do you think "THE REST OF THE CITY" is, when it comes to dealing with a water problem.
Williams was in charge for those entire two weeks, just as he was in charge when the treatment plant failed due to inattention to details and maintenance. He was in charge when he cussed out the employees for not doing their job, but didn't do a damn thing about their not doing their job for months prior to the failure.
Yes, he has a tough job, just as the past PW director did - working with a Mayor who is unhinged half the time, with a city council that doesn't provide adequate funds for the department (while of course making sure their favorite gospel awards ceremony, or fireworks show, or community park celebration gets their holy water sprinkled on their purse). But that's life in the fast lane of this wonderful city's operations. He has failed to get along with the last three public works directors, we'll have to see how he does with the incoming.
Don't disagree with the fact that he adds value to the current administration, but I'm far from ready to even think about your suggestion that he has any of the qualities required of a good Mayor. But - since it has been so long since we have had a good Mayor maybe its just hard for some to conceive of what values would be good to possess.

Twice a week pickup in Clinton costs 16.50 but we pay our water bill, so that might matter.
Yall are all missing the grand scheme that Chockwe has pulled here. He first got into the FCC pockets, but then converted by dropping this on the council at the last minute, pretending to be pushing the FCC deal (gotta earn your pay, yah know) but by putting FCC into the middle of a political fight he insured that Waste Management will now be able to conjure up whatever deal they want to continue picking up garbage after September 30th.
Listen to his response when asked - he, in a tone unusual for Hizzoner (quite and mild) just noted that Waste Management will have the upper hand in the negotiations.
So, problem solved. He 'tried' to take care of his MBar buddy but kicked him to the curb at the last minute. He 'tried' to cut the deal for his newfound Texas buddies at FCC but failed, while all along he was working with Waste Management to get them an even better deal since the city has to now 'negotiate' with them on doing something to get the garbage (the garbage in the cans, not the garbage hanging out on High Street at the car wash) off the streets in six weeks.
He wins all around, and Stokes thinks he won. What a country!!!

I agree... folks in my neighborhood tried to get in contact with her about this. It seemed as though she had already made up her mind. The mayor tells her what to do. Unfortunately for her, our ward quietly pays attention to most of EVERYTHING she has been doing. No need for a town hall. She's more than likely out next term. They will be grooming folks to succeed her.

I assume $4 mil is 58% collection rate. Guess what, 90% collection rate is $6.2 million. The city should not raise any rates until they get the collection rate up to 90%.

Thank you KF for blogging about this. I live in Jackson and hadn't heard a peep about it. Another thank you to the poster who provided the councilpeople's email addresses. I was able to share my opinion with mine before the vote.
The service from Waste Management has been excellent and I hope their contract is renewed. Non paying customers should be cut off, not subsidized by the few of us who are still paying our bills.
I never thought I'd say this, but I would honestly vote for Kenneth I. Stokes for mayor at this point. I'm not a fan of the racial rhetoric, but he's head and shoulders above the Little Lord Fauntleroy that holds the office now.
