Tax Swap Bill Dies

 The Speaker's massive tax swap bill died in the Senate today.  

HB #1439 would have eliminated the state income tax, cut the grocery tax, and raised a plethora of sales taxes.  The House passed it less than 48 hours after it was introduced in committee with little notice.  

State Senate Finance Committee Chairman Joshua Harkins (R-Houseboat Island) did not bring up the bill for a vote today.  He said the Senate needed more time to study overhauling the Mississippi tax code.  Text and status of bill.

Kingfish note: It is no secret the House has been killing the Senate's bills over the treatment of HB #1439.  Expect the pettiness to continue.

If it ain't broke, leave it alone. Fix the potholes! Our road system (municipal, state & federal) is a 3rd world disgrace. Try driving thru any metropolitan area in the US. A nightmare

This is an ALEC measure, poorly thought out and even more poorly promoted, probably because it was brought to the floor only a day after it was introduced, and had no accompanying fiscal impact assessment. This bill would have been a huge tax increase on anyone relying on retirement income, not just social security.

No doubt our tax system needs a thorough cleaning and scrubbing after being patched together over many years. But this was merely a smoke and mirrors political job cooked up in a smoke filled room by a bunch of politicians without any experts advice or assistance. You know what the politicians always say, "Don't confuse me with the facts, just tell me what I want to hear."

Here is one of the big reasons the Senate buried this farm killer. To Increase The Sales Tax Rate On The Sale Of Tangible Personal Property; To Increase The Sales Tax Rate On Retail Sales Of Farm Tractors And Parts And Labor Used To Maintain Or Repair Such Tractors When Made To Farmers For Agricultural Purposes; To Increase The Sales Tax Rate On Retail Sales Of Farm Implements Sold To Farmers And Parts And Labor Used To Maintain Or Repair Such Implements; To Increase The Sales Tax Rate On Sales Of Equipment Used In Logging, Pulpwood Operations Or Tree Farming, And Parts And Labor Used To Maintain Or Repair Such Equipment. Now all the farmers hate Gunn. Half the state already hates him over the flag issue and more than half the House members hate him for his dictatorial attitude and always working with AFP, EmpowerMS and Ms Centers for Public Policy.

3:40 - You are correct. It is again on life support because they House added a tax swap bill to a bond bill, the same kind of tactic that the House was condemning the Senate for doing with the weed industry's so called medical bill. Amazing how what's good for the goose is terrible for the gander.

But, it will die again in the Senate, or in conference. Maybe lead to a real tax cut bill soon, but not Empower/AFP's love of life bill.

Interesting to see that Chairman Trey, in his all powerful role, catered to the loggers, and to the farmers, and to the manufacturers - but omitted any consideration for the retirees even after the Speakah said last week that it 'probably needed to be tweaked to take care of the senior citizens and retirees'.

Guess the loggers, manufacturers, and farmers have much better lobbyists down on High Street than the retired folks. Oh, that's right, retirees are just individual citizens - they don't have lobbyists in the MS Capitol. Nobody to do a little wining, dining, and fancy wine drinking like the Empower Board members and financiers

Speaking of Empower Mississippi being in bed with Gunn...Gibbert is some high and mighty Board something or other at Empower. He constantly brags about his close friendship with Gunn as well as their sons being best hunting buds. Girard has visions of greatness and plans to gain popularity for personal use. He'd better rethink his association with both Gunn and Empower. Gunn is a poison pill and Delbert ain't far behind him. Tate wins this round.

Immediate income levels were dropped to 40k single/80k married.
Grocery Tax cut remains.
There was never an increase in gas tax, or tax on utilities (this does not affect school district funding or property taxes) as some have misleadingly stated in the media!

One of the ways they were going to make up for lost income through an income tax was to raise taxes on tobacco and spirits. Sin taxes aren't really intended to raise revenue, and if fewer people used tobacco and alcohol (which is the point of a sin tax) then those taxes can't be counted as part of what would make up for the elimination of the income tax. Might have to tax chewing gum more, or better yet, add a stiff tax on sugar drinks like Co-Cola.

Should have already had a "sin" tax on sugar. Do you know how much diabetes and its friends obesity and heart disease cost this State in medical care for an almost completely preventable disease? JAMA recently published a study showing that insulin resistance precedes obesity and not the other way around as the medical community has long thought. Fix the insulin by eliminating sugar and highly processed foods from the diet, and the obesity/diabetes/heart disease will follow.

We already beg Uncle Sam for a lot of money. If all these taxes are cut, where does the money to operate the state come from? New York, California, Texas, Florida?

And lets be honest-personal income tax isn't keeping down job growth and increasing population migration in Mississippi...

The biggest thing to fear is a politician "we're from the government and we're here to help". Don't piss on my head and tell me it's raining. Something is amiss on this whole thing. It may not be all bad now, but it will allow them to change taxes in the future in different market sectors a whole lot easier. I'm not buying it Shanks(R-Brandon Discount)

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Relax at the Fox News Tent. Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. To gain admittance to the VIP section, bring either your Republican Party ID card or a Rebel Flag. Bringing both and a torn-up Obama yard sign will entitle you to free drinks served by Megan, Wendy, and Kathryn. Get your tickets now. Since this is an event for trolls, no ID is required.
