CON Approved for Disabled Children Facility

The Overlords at the Mississippi State Department of Health issued the following statement.

The Mississippi State Department of Health (MSDH) announces the issuance of a Certificate of Need (CON) for the following project:

The Mississippi Center for Medically Fragile Children, Inc.
Jackson, Mississippi
Construction of Pediatric Skilled Nursing Facility and Establishment of Pediatric Skilled
Nursing Services and Limited Waiver for Treatment of Individuals Over Age 21

The Mississippi Center for Medically Fragile Children, Inc., received Certificate of Need (CON) authority today for the construction of a pediatric skilled nursing facility and the establishment of pediatric skilled nursing services and limited waiver for treatment of individuals over age 21. The proposed project will include construction of a 25,329 square foot facility consisting of 30 pediatric beds.

The total capital expenditure for this project is $12,844,340.

Mississippi's Certificate of Need process is a fundamental component of the state's health planning and health regulatory activities. In managing the Certificate of Need process, the Department seeks to improve the health of Mississippi residents; to increase accessibility, acceptability, continuity and quality of health services; to prevent unnecessary duplication of health resources; and to provide some cost containment.

The MSDH has administered the Certificate of Need program since July 1986. Since then, more than 1,400 Certificate of Need applications have been reviewed, representing total capital expenditures of approximately $5 billion.

Still not willing to straight up address the need to drastically reduce the out-of-wedlock births which will probably account for a very high percentage of the children this facility is suppose to help. Kick the can down the road one more time. I would love to know an approximation of what this perpetual atrocity has cost and is costing the american taxpayer .

take a look at section IV, D, entitled FINANCIAL FEASIBILITY. 87% of all revenues will come from MEDICAID, with the only 4% coming from self pay and 9% from charity pay. this is just one more government run heath care facility, here in the land of the supposed free market. granted it won't be total socialism since 13% of revenue come from outside the government. call it socialism light. kinda like light beer. no matter how these things are dressed up, at end of the day they are all government giveaway programs for the benefit of the soybean republic[can] of mississippi and proving that government is the only growth industry in this miserable state. make no mistake about it , our 'small government', republican party supermajority , will hail it as 'landmark economic progress"

9.45am is right. this is something that should be built ONLY AFTER the pandemic of unwed teenage pregnancy is brought under control. 9,54am gets it right as well. our republican leadership wouldl walk over hot coals all the way to ticos steakhouse , if they thought they could bring many more millions in federal government spending here, so they could dress it up as private sector investment. the mississippi republican supermajority are the biggest welfare queens there are.

I think the address listed on the CON is between Eastover Dr. and Lakeland. Isn't that state owned property already? Also, wouldn't the board members be listed somewhere?

Just what do you as shoes think should be done with these fragile kids - throw them in a ditch and hope they will float away to the Pearl?

Be glad you are in a family with a fragile child (and yrs, they can be well over 21 years old and still mentally be a child.) And whether this skilled nursing home is built or not, their health care will be covered by Medicaid - and I'M a much more appropriate use of govern mentioned funds than many of the so-called 'disabled' folks drawing SSI disability and Medicaid - or many of your parents that give away their assets to you so that you can pass on their old age care to Medicaid because you think they 'deserve it' despite not being poor - before they gave you their house and banking accounts.

Look into what this facility is designed to deal with and come back with your smart as comments - to prove that you don't give a damp about fragile children.

Why not utilize an already existing rural hospital near Jackson. It already has the basic healthcare infrastructure in place. Additional requirements, i.e. medical equipment, staff, etc., would surely be cheaper to add at a struggling rural healthcare facility than starting from scratch at zero - am I missing something? This would help the local small community hospital and would be much more expedient for those in need.

These are children who have lived their most of their life in the PICU at Batson's. Their parents are unable or unwilling to take care of them. This isn't a con job. They have never been discharged from the hospital. How do I know? My child was one of the lucky ones to go home. He could have been one of these kids. Many of these types of cases are children who are on ventilators and require constant 24/7 monitoring. If their family cannot provide adequate care, they will die. These children have lived most of their life in the hospital

Amen, 11:15. These over 21 "children", are just that. They were abandoned and have matured into adulthood within a children's facility. Some are physically and some mentally challenged.

I'm sorry for the work and disappointment of the original group working on their behalf, but the Stewpot area is simply not safe for fragile individuals. I don't have a problem, as 11:44 suggests, with them utilizing an existing facility in a safe area.

One of the biggest champions for this facility was none other than First Lady Bryant who along with her husband has promoted the construction of this needed facility. It passed through the Republican controlled legislature without opposition - other than some of the black caucus members that wanted to use an old church near the Jackson zoo for the facility.

You can make all the b/s accusations that you like, but the facts defy your comments. Next time, stay home on the sofa and watch wresslin' while eating your Cheetos.

Locating it in green space when there are many acceptable existing buildings is not good for Jackson or the state. The state has also shown how little it cares about the surrounding neighborhoods in the proposed area when they located the Mississippi Department of Information – it eliminated a buffer zone to an established neighborhood and hurt the homeowners real estate values (no I don’t live it that neighborhood). The new facility would be just north of this same neighborhood.

3:44, when all those folks you are worried about in "their neighborhood" - which happens to be separated by a major roadway - they knew this land was owned by the state and that it was subject to development. What's the matter - you think they are too good to live close to a facility designed to house 30 fragile children? My how elitist can one be? Maybe we ought to move those churches and River Hills away while we are protecting their poor selves - wouldn't want them to be bothered by the traffic, or the organ music seeping out the church doors.

Obviously you don't know a damn thing about buildings - to meet the needs of this very specialized building you can't just take any of your "empty buildings" in the city and convert it - at least not at any reasonable rehab price that would probably include tearing down the existing building and starting from scratch.

When MS Dept of ITS built their new facility on the property several years ago, the construction company had to send someone with a ShopVac every week to suck up any dirt on the stones in the drainage ditch to appease the people in the condos next to the property.

Some of you have no heart! I work for a home infusion company, which provides life-saving medications and nutrition to patients in the comfort of their home. Most of the drugs and some of the nutritional formulas are very expensive. I've had many siblings, including twins, as patients. Imagine the financial burden this would be for the average middle class family! So yes many qualify for Medicaid. Some of you have no heart! Just think about the cost to remodel YOUR home to accommodate a bed bound patient or one who uses a wheelchair! Not everyone can afford it. These patients obviously are NOT at home. Their families can't or won't provide around ten clock care. If it weren't for God's grace and mercy,it could be you or your loved ones. Some of you have no heart! I always thank God for His mercy and grace. Praying some of you will begin doing the same. Peace and blessings to all.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).


Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox.
