Jackson Justice: Shoot at Cop, Go Free

District Attorney to seek indictment against would-be cop killer

There is still no justice for a police officer who survived a deadly shootout at a South Jackson gas station 3 1/2 years ago.  Two men tried to shoot JPD Officer Mike Tarrio but he managed to kill one assailant and arrest the other.  He received an "Officer of the Year" award for his bravery under fire.  However, this being Jackson, such heroism did not go unpunished as Jackson suspended him with pay for over a year.  While Tarrio suffered, the man who repeatedly shot at him was never indicted and walks free today.  The Hinds County Catch & Release program is indeed alive and well in 2021. 

This abortion of justice began at 1 AM on May 18, 2018.   Officer Tarrio saw Elliot Reed driving erratically as he pulled into a gas station.  The alert officer saw several weapons in the car as he approached the vehicle and ordered Elliot to get out of the SUV.  Unfortunately for all, Reed attacked Tarrio and put him into a headlock.  Reed's brother, Chauncy, jumped out of the passenger seat to help his brother.  Elliot tried to take away Tarrio's pistol while he told Chauncy to shoot the police officer.  Elliot grappled with Tarrio while Chauncy began firing at Tarrio with a firearm.  Chauncy's rounds fortunately missed the officer.  Tarrio ran behind his cruiser for cover and returned fire.  Elliot was killed in the exchange.  

The two videos posted below show the entire struggle as well as the police officer's good fortune. 



 JPD charged Reed with attempted murder on a law enforcement officer and first degree murder in the death of his brother.  However, the Raymond Detention Center mistakingly released him a few days later but he was soon returned to custody.  

Hinds County Court Judge Johnny McDaniels denied Reed bond and bound him over to the grand jury on March 7, 2019.   

MBI investigated the case since it involved a police officer shooting.  MBI told JJ  it provided the findings of the investigation to Hinds County District Attorney Robert Shuler Smith in January 2019.   

The Hinds County Circuit Clerk's records state the grand jury declined to indict Officer Tarrio in July 2019.  However, Smith did not present Chauncy Reed to the grand jury for the murder and attempted murder charges.  Read that sentence again.  Hinds County District Attorney Robert Shuler Smith did not seek an indictment against Chauncy Reed for first degree murder and attempted murder of a law enforcement officer in 2019.  It is a rather odd coincidence because Smith personally handled all shootings involving law enforcement officers.  

District Attorney Jody Owens said his office did not have the file on Reed.* His office and MBI began communicating on the case again due to this website's inquiry.  MBI is providing a copy of the case to the District Attorney.  Owens said he will present Reed's case to the next term of the grand jury.  

The Mississippi Law Enforcement Officers Association presented Officer Tarrio with the 2019 "Officer of the Year" award.

While his peers saw him as a hero, Jackson saw him as the enemy.  JPD placed Officer Tarrio on administrative leave per JPD policy when an officer shoots a suspect.  JPD referred the investigation to MBI.  MBI cleared the police officer within a few weeks but unfortunately, his problems were just beginning.  

JPD refused to allow Officer Tarrio to return to his precinct but instead kept him on administrative leave with pay for over a year.  The suspension prevented him from earning much-needed overtime pay or working private details as a JPD officer, thus substantially cutting his income. He was eventually stuck working the impound lot before he finally returned to the precinct. 

Tarrio and ten other JPD officers involved in shootings sued the city in July 2019.  They claimed the city unfairly sidelined or fired them even after they were cleared by the grand jury or civil service.  The Court ruled he was only entitled to his base pay and dismissed the other issues.

Apparently there is no justice for an Officer of the Year in Jackson, Mississippi.  In any other city in Mississippi, Mike Tarrio would be treated as a hero while Chauncy Reed received the justice he so richly deserves.  Unfortunately, Tarrio is a police officer in a city where the cowardly cut down the courageous. The lack of an indictment for Chauncy Reed is not just inexcusable but is an assault on Mike Tarrio by the people he swore to protect and serve. Officer Tarrio received more punishment for the events of that deadly night than did Chauncy Reed. Social justice indeed.  Such is the fruit of the Lumumba administration.  

This case is a perfect example of why there is a shortage of police officers in Jackson as crime spirals out of control.   However, this is Jackson where the competent are trashed and the trash is exalted. That, my friends, is the bottom line.

They want pandemonium in the streets. He is busy pandering to CNN like the article below blaming everything wrong in the city on white flight and lax gun laws never mentioning the Hinds County judicial system, liberal jusdges, and fatherless homes. This is how it is. The mayor doesn’t like police. He has a circle of friends, including the DA, that are heavily involved in crime. They neuter the officers who are busting their assess to try and make a difference. You would not believe some of the arrests these officers make. This is top notch police work. But they keep leaving because the city is screwing them.

And you know what? Nobody cares. The feds don’t care. The state doesn’t care. It’s free reign. I’d say get used to it.

5:50, 3.5 years ago, a man shot at a police officer multiple times at a gas station to prevent his brother from being arrested, who was fighting with said police officer.

1. The brother was killed.

2. The police officer was cleared by the Mississippi Bureau of Investigation, but was nonetheless presented to the grand jury for an indictment, and was sidelined by the Jackson Police department. The grand jury declined to indict the officer, but he was still not promptly reinstated by JPD.

3. The shooter, whose file went missing from the Hinds County District Attorney's office, is now finally scheduled to be presented to the grand jury for an indictment by the current District Attorney of Hinds County.

4. All of this happened under the Lumumba II administration in Jackson, Mississippi.

5. All of this information is contained in the current article posted above.

6. If I got any of the foregoing facts wrong, I trust someone will point it out and correct it. We commenters do tend to hold each other accountable for factual accuracy.

Remembered this story when it happened & reminded again hOw an officer fighting for his life is treated by JPD and mayor! There was absolutely no reason after Grand jury cleared Officer that RSS did not file murder charges & arrest suspect. Officer Tarrio is a HERO!

Just think, Crisler was almost Sheriff, then the mayor would have had control there too. With the way officers are treated in Jackson I don’t know why anyone would want the job in Jackson, which by the way is now the per capita murder capital of the nation. Low pay, extremely dangerous work environment and absolutely no support from the administration or the criminal Justice system. But its what the voters in Jackistan want.

Turn off your TV for a day and learn to edit and transcode video with DaVinci Resolve. Plenty of Youtube instructionals.

Pointing your camera at a screen, in order to record a copy of a video in a format you can upload to youtube, is 60 IQ boomer tier pathetic.

@7:54, I missed the part about the police officer/victim being presented to the grand jury for indictment. So, Shuler-Smith wanted to indict the officer but not the criminal? Yet, having just read the entirety of the 2-part Botech Analysis of crime in the capitol city and the system that is the Hinds County Circuit Court, I’m not at all shocked or surprised. The analysis entitled “Case-Processing Times for Felony Prosecutions in the Hinds County Circuit Court” is deeply disturbing on so many levels and beyond damning. I’m perplexed and confounded as to why the legislature would essentially “commission” such an investigation and do absolutely nothing with the results, findings, recommendations. I had heard Judge Greene speak before about the “backlog” of cases. She almost had me convinced. Now I know what “backlog” really means and that the excuses for it are utter bullshit. The picture Botec painted - in excruciating detail - is of a mind-bogglingly dysfunctional, inept, and archaic system that gets exponentially worse over time BECAUSE it is left to its own devices.

Interesting point that OUR Legislature commissioned that investigation (if that's true) and did nothing with its findings.

Any opinions as to why? Not that our legislature has ever displayed the ability to think forward, but maybe the commissioned study (if it was commissioned) was intended as a precursor to future action directed at this court system...some sort of backup evidence to deal with the federal rebuff of any such action.

After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.
