To all my Mississippi Troopers brothers and sisters you need to take heed . There are several bills going through Jackson that could effect you. Both working and retired. Won't go into them here but look them up. Now the working troopers . You have a great president In Gail McMullin who works hard for you the men and women of the highway patrol. The word on the street and from a good source is the power to be is mad because she is working for you doing her job you elected her to do. Which has caused her to be not so liked by the 5th floor. Not sure of all that was said but she was advised to stay away from the capital , quit talking to elected officials And to keep her mouth closed or she would be doing radar details in tunica or Gulfport. It is a shame the voice of the troopers are a threat to the 5 floor. Make some calls see some people make your voice heard . To silence her is to silence you. Speak loud my Brothers and Sisters .
Mr. Reed is a past president of the MSTA. All presidents have been allowed to lobby at the capital. Needless to say, some higher-ups were not happy that MSTA was able to get troopers removed from the push to exempt state employees from civil service protections.
Ms. McMullin won a reverse discrimination case against DPS, oops, she settled a case against DPS after the Fifth Circuit Court of Appeals literally laughed DPS out of the courtroom and told the trial judge how he was going to rule. Read all about the case here. DPS paid her $118,906 and promoted her to Training Director.
She apparently filed a motion to enforce the settlement agreement. U.S. District Judge Carlton Reeves, who was embarrassed by the Fifth Circuit, sealed the motion although the submission of the motion is mentioned in the docket. A status conference was held between the parties yesterday.

If she is attending to union business on the clock, without the permission and/or knowledge of management, management is within its rights to demand that she cease and desist. I do not think she has the protection of the NLRA if she has decided to abandon her duty station and head over to the capital, if she has in fact done that.
No state agency or government division in Mississippi is unionized to the degree that there is collective bargaining, grievance procedures, the right to abandon duty while deciding to represent or speak for employees or to lobby on their behalf.
There is no proof or suggestion of retaliation in what has surfaced so far so there is no way of knowing what has actually occurred. However, it's a stretch to jump to the conclusion that trooper's rights or voice are being trampled.
Typical! It looks like the only thing that has changed at MHP are the names on the fifth floor. It seems the same thing is going on as it was when Donnell Berry was in charge of that goat roping. When will Phil Bryant see that the people he's been appointing have their own agenda?? There are still several lawsuits, from what I've been told that are still pending. I don't get it! MHP is the LAW and they expect us to obey the LAW, and if not, there are consequences. That's easy for the average citizen to do. It seems MHP, however, can't adhere to what they were told to do by the judicial system, which is another branch of the LAW. They should be held accountable for their actions, just as we are held accountable for ours. Maybe the new Commissioner of public safety can clean that place up and bring back some honor and integrity back to the agency that seemingly held those standards higher than any other organization in the state. Until that day comes, most likely in 3 years, we will continue to read about the lack of leadership on social media.
From what I hear over there, McMullin is being treated MUCH different from all the past training directors. It's hard to do your job when they stack the deck against you from the start. And unfortunately, it appears Col Gillard isn't inclined to change Berry's destructive ways.
Professionalism across all state government is in danger from the Governor's recent power grabs. Civil servants want to do their jobs with basic protections from political intrigue. What ever happened to the performance-based government budgeting? Is the executive power grab an admission that the performance based agenda is a failure? From now on ALL the decision-making, accountability, and all the statistics will be coming from the Governor's Office.

The only reason MHP can claim to be elite is they have more bells and whistles. There are many agencies both state and local that have better people. It should not be like that.

So they just banned lobbyists, and replaced it with someone from your department should lobby for you. She goes down there and is turned away because they banned lobbyist.

4:24, Hey, let's get back to the heart of the issue - where in Gail's job description does it say she is supposed to/allowed to hang out at the capital and chase legislators around? If she is the director of training, she should be doing research, pursuing grant funding and talking to troopers about their training needs. If her advocacy is so valuable, she should quit her job at DPS and convince the trooper's association to pay her as a lobbyist.
All state agencies have a lobbyists. Its their director and if they have a board---its them too.
WOW - did you see this story about a trooper doing what normal/good people do every day??? Maybe its surprising that with Pack's checkered history and casual relationship with the truth that he actually returned her property. Mississippi Strong?? This isn't a story, this is what we expect from decent people (on second thought, maybe this is a stretch for Pack). C'mon Warren, you can come up with some better stories than this?

We don't know what her job description allows. Nor do we know if she was on duty while in the legislative halls. Let's clear that up before we start throwing wet rags at the wall.
Are you serious 4:33? Of course she was on duty...go try and sell that bullshit to a less informed audience. It's been long understood that her extra curricular activities as the leader of the trooper's association, including her time spent at the capital, were tacitly approved by the fifth floor to keep her and the association quiet.
This is the problem with the highway patrol....they whine about not having enough troopers, but the troopers aren't being troopers, they're doing all kinds of shit that has nothing to do with being a trooper, so the trooper shortage isn't as severe as its being sold. Instead of creating a competitive career path to retain troopers, they promote folks into jobs that could be done cheaper and more efficiently by civilians. I hope the new commissioner fixes this problem; because, frankly I'm tired of hearing about it.
5:30 - If you're tired of hearing about it, stop talking about it. Since you have inside knowledge of what she was doing on the clock and what's been allowed in the past, we'll have to defer to your expertise. Most of us don't know what or where 'the fifth floor' is or what this woman's job is.
Obviously 'The Fifth Floor' refers to MHP management, I reckon. A bunch of retreads who get two hour lunch breaks and ease into the building twenty minutes after start time. One of them can pull her job description and post it.

And 11:09 callling highway patrol leadership retards is misguided, those who have an intellectual challenge actually have a real diagnosis, MHP brass is just plain ignorant.
