Kenneth Stokes went on a little rant about police chases at Tuesday's meeting of the Jackson City Council. Mr. Stokes would like to create a safe haven for criminals in Jackson. Think of it as Stokes goes Viet Cong. He wants to give criminals the right to commit crimes outside of Jackson and then rush back to Jackson and use JPD to protect said criminals. Kind of like how Charlie would hit our troops and then rush back into North Vietnam where we couldn't touch them. Watch the video for yourself.

Trollfest '09
Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.
Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).
Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.
Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".
In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.
In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.
Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

This is half-hearted. Why not go all in and just designate everything west of I-55 Hamsterdam?
State Supreme Court has several factors that determine whether a high-speed chases into other jurisdictions is warranted, including the seriousness of the crime and whether or not the chase would involve going through school or residential areas.
Didn't the recent "high speed" chase deal with a felony? So it wasn't a misdemeanor charge.
Love how Stokes compares this to Ferguson, MO... Just stir that racial pot... stir it up... its a race issue now.

Apparently the reason Mr. Stokes can't pass the bar is because he eaither does not understand the law or can't comprehend there is a law. State code alredy provides guidance for cross-jurisdictional police chases. He does not understand that he an't pass a city ordinance that conflicts with State law. ......Constitutional law 101.
And the people of Jackson ( in a Democratic Party stronghold) keep electing him. The Jackson Democrat is the poster child of the Mississippi Democratic Party.
As long as these imbeciles enforce this ordinance with the same amount of vigor and competency as they do any other of their ordinances, let 'em pass it.

And he's so stupid, he doesn't realize he is hurting himself and his constituents by running out most of the white tax dollars from businesses and homeowners who've relocated. He is truly an imbecile and, while I hate to wish ill on anyone, the City of Jackson would benefit immensely if he and his wife were out of our city forever.

Looking at the 10:33 AM comment I'm just wondering how much worse the one that wasn't posted was.
I personally don't want cars coming through my neighborhood at speeds up to 100 miles an hour while trying to catch a shoplifter unless that shoplifter is dangerous. Remember the lady that got killed in Rankin County who was on her way to pick her kids up from church? That shoplifter never got out of Kroger with the items, had no weapon, and was chased from the Ridgeland Kroger all the way to Grants Ferry Road. That's when his car hit the young lady, and two kids lost their mother. Also, the police knew who he was and could have picked him up at any time. I'm not for going easy on dangerous criminals; I just think car chases need to have limits and consideration for the safety of the general public.
@12:48 pm I think until you put on the badge, Kevlar and gun you should keep your mouth shut about such matters. Have you had to make split second decision of this magnitude? I doubt it... Your toughest decision is probably where you should go for happy hour.
A lot of factors have to be weighed as a cop especially when in pursuit of a criminal. There is a reason Rankin County has such a good reputation when it comes to being a safe area. There is a reason why folks choose Rankin County when relocating from Jackson. The reason is that our law enforcement agencies are second to NONE they take no crap and will make sure you are prosecuted to the fullest extent of the law.
Personally I think we should cut off all access to Jackson and let them fend for themselves.

Balancing apprehension against undue risks is the legitimate issue, 3:52. It's so legitimate that EVERY law enforcement agency that has motor vehicles abides by them in some form or fashion. Either the municipal bodies or the law enforcement agencies create the rules because regardless how perfect 4:25's spouse is, they know that the heat of the moment is the exact Wrong time to make that call except in unusual cases. Stokes suggested the applicable rules of HIS jurisdiction should apply to pursuits in his jurisdiction regardless the pursuers. Then he started in on his customary racial nonsense.

Though the Stokes family are total morons, I wouldn't wish death on either of them. That's just wrong. They and the leadership of Jackson are so self absorbed "moving a specific race forward" that they forget that successful cities are built without living in and reliving the past. Everyone but Jackson firmly holds their residents and visitors responsible for their crimes. With this belief, why would other agencies not pursue a criminal to their home town. BTW: The fatal pursuit in Rankin County proceeded AFTER the guy tried to run over a cop in Madison, after he shoplifted.

Lee and Kenny, neither of you can protect your citizens from crime now, at least you have other chiefs in the Metro area that aren't scared to protect citizens, which is exactly why they chase and most always catch the criminals. Why do you think you have so much crime in Jackson? You don't see people shooting, robbing, carjacking people in any surrounding city do you? Yea you may have 1 here or there, but we all take care of business. Criminals know who they can run over and who they can't. 3 criminal activities in Richland and 3 to the jail house. A crime in Jackson is a field release; you don't even go to jail. I know I saw it last week on a drug stop. (Bet you citizens didn't know this). Go to Madison or Rankin counties and see how fast they will lock you up for screwing up. Lee you really need to take a lesson from other surrounding cities and see just how their department is run because Jackson is awful. I don't care how much paint you put on it or how pretty you want to dress it up at the end of the day, your city is the worst in the state and you DO nothing to fix it. So with that being said, we will help the citizens out as we remove criminals from Jackson 1 pursuit at a time
It's funny just how stupid Kenny Stokes is and what is even more funny is how the citizen's keep voting his dumba#@# in. He doesn't have a clue what is going on. He just says a whole lot of stuff that the citizens believe but the educated people know, doesn't make any sense. GO JACKSON!!!!!!

There are times when high speed chases are warranted.
But, the assumption many of you are making is that there are not alternative procedures that would end in the arrest of the criminal without putting innocent citizens going about normal activities at risk.
Boxing, road blocks and the use of helicopters in coordination with other officers of all jurisdictions are three of them. And, sometimes, patience is all that is needed as the officers have the name of the perp and finding him later is just not going to be all that difficult!
Chasing a property thief or a failed check forger into high traffic areas are not justified . Mississippi lost two outstanding citizens who contributed a great deal to their communities as a result.
Decisions made during adrenaline rushes are no substitute for training!
I suggest all of you bother to study how jurisdictions like Miami handle these situations. The arrest stats were not adversely affected and the incidents of injury or death to bystanders AND law enforcement went down with training and good policies and procedures in place!

I want to disagree with a previous commenter about Stokes being stupid. I believe he and his twin LaRita are crazy smart and know how to play the game. Both have their snouts in the public feeding trough....LaRita well past $135,000 per year. Kenny needs to be nice to her. He draws so little on the City Council I don't imagine it covers his feeding bill.
6:54AM The assumption we are making is that Kenneth Stokes and the Jackson City Council would better serve Jackson/Hinds County by directing efforts towards crime prevention, instead of scolding the 'burbs' PO-lice departments. Until the contributors of the Metro area see some accountability and proactive work against crime by JXNs black leaders, the collective disrespect will continue.
Maybe we can get DC Traffic Engineer to design some roundabouts to put on the Interstate at County Line, on 220 and I-20?
I noticed Kenny saying something about a speeding ticket on 220. Sounds like a friend was speeding while still in Ridgeland/Madison Co. and didn't pull over until they were in the Jackson section of 220.
Does he think a JPD running a speed trap on I-55N should stop at County Line if he is pursuing a speeder?

but I'm sure Kennuf would be against any high speed chases crossing from Vietnam into Jackson. I had never thought of that possibility, and bless every day the Lord has granted us such a visionary leader as Stokes .
If the Jackson city council doesn't want other people's problems coming into their city then people outside of Jackson should stop spending money in Jackson.
8:56, From the comments I have always read on this blog, I assumed nobody was spending any money in Jackson but those of us who live here, as most of these commenters seem to think Jackson is the most dangerous place in the country. I'm surprised to see people from surrounding cities even working in Jackson, but I see Rankin and Madison County car tags all over Jackson. Why do people come here if they're afraid? If you moved away because it's dangerous, why come back? When I first moved to this area, I lived in Ridgeland for two years. Then I moved to Jackson three years ago. I love my neighborhood, and I have a great job here. I would never live nor work nor visit any place I thought was dangerous to me. I have a special needs child, and so I also love having UMC/Batson nearby. There's lots of entertainment here. What I'm really trying to say is "different strokes for different folks," and "mine may not be right for you, and yours may not be right for me."
Kenneth stokes is such an idiot. Any time I have had a stressful day I just pull up an article about Kenny and get in a good laugh and my day gets so much better.
2:12, Putting on a badge shouldn't make you a moron. Police officers are highly trained individuals who are held to a higher standard than a regular citizen. I thought that's what all that training was for, to make police officers better at making split second decisions. Police officers' jobs are not only arresting criminals. It is also part of their job to protect the innocent public. I want to be protected from being killed in a car chase, especially for something that cost about $25.00.
