County ...5:04 is hitting the Nail on the Head here. County Board of Supervisors determine where their priorities are to spend Local Ad Val money on. When a road becomes State Aid there are different rules and criteria to meet when spending State Aid-MDOT Special Project monies. Problem here is that MDOT has all these New Offices, Project Offices,Equipment etc sitting around and say they have no Maintenance money for existing Roadways-- I believe Ms travelers would rather have good roads before nice Electronic msg Boards, before all the Cables down the medians to prevent accidents, before all the Public Service messages when the Commissioners are going to their respective Ballgames. Someone needs to be looking at the State Aid formula-that directs a portion of MDOT money to Counties for mandated repair & maintenance of State Aid roads -- MDOT has maybe 25-30% of Road miles in our State, the majority of Road miles are the responsibility of Counties & Municipalities in our State. Madison has repaired almost all of their inspected bridges. It was interesting to hear how the news people acted like this topic came out of the blue. The state Association of Supervisors have been begging the legislature for help for several years. <br /><br />The real emergency is in these counties that have maybe 10,000 to 20,000 citizens. They have nearly as many miles of roads and bridges, but a fraction of the tax base. Those roads are likely going to be permanently closed without state help.<br /><br />Does anybody on here remember the debate on this blog a few weeks ago about the HB that raised the weight limit for trucks on county bridges? Of course it passed. Its broke and its broken. Counties have been trained to rely on state money for "state aid roads". And because of that, those roads are falling further and further behind in maintenance. <br /><br />The state loves to have everybody come kneel at the alter to get their crumbs, but then when the budget is tight there are no crumbs to give out. But rest assured the State Aid bureaucracy hasn't lost any jobs. State Aid then will over see that the project has been built to State Aid standards, which is not the same standard as MDOT maintained bridges. State Aid has no control over the county engineer or the work he does using county funds. County bridges are county bridges until State Aid funds touches them, then and only then does The State Aid engineer have any control. <br /><br />This is why the Feds stepped in months ago and required MDOT (because federal money flows through MDOT to get to the counties) to inspect all county bridges. MDOT hired several engineering firms to do these inspections. MDOT paid these firms with funds that would normally go into State Aid to pass the counties to replace bridges. Now the counties have all these bridges closed with no State Aid money to replace them, therefore requiring the counties to use funds collected via county taxes and not the user fee (Gas Tax). <br /><br />I-55 Byram and I-55 Madison were two different projects. Apples and oranges, just because they are both on 55 does not mean you can compare the two. Also this list is all county bridges which are maintained by a county engineer hired by the BOS, who could fire him if he closed the wrong bridge. Piles of dirt on both sides and just sat like that for 2 years and for 6 months had to detour around it. Their solution was to build up a road on a farmers adjacent land, leave it gravel for about a year, then pave it, then fix the bridge. I don't know how long it actually took to fix it but it wasn't long as I travel through there frequently. Seemed like all the extra work on the side road could have been avoided if they would have just jumped on the bridge quickly while travelers used the detour for a few months.
