Several years ago, perhaps 20, it was found that the Jackson City Council had approved some expenditure that was illegal. I don't believe anyone was accused of a crime, but council members has to personally repay the funds to the City. At that point Kenny refused to approve any more payments. For anything. Ever. This went on for years and the other council members let him get away with it.
