It isn't effective on a proactive or reactive basis. <BR/><BR/>People of all stripes and hues aren't waiting any longer for elected leaders to figure it out. They are voting with their feet.<BR/><BR/>Jackson's rate of population loss, as a % of total, is accelerating.
