Judge Green understand the challenges that young Mr. Adams has faced up until this point in his life. She can see how he might feel angry at those who have treated him like he was invisible or even worse feared him, while never failing to look for any way to profit off of him and his people. The program she ordered him to participate in was designed to instill discipline, something he obviously needs but never got because he didn't have a father or access to quality schools. No one complains when a rich kid gets sent there for something that would have sent most poor kids (and that's what young adults really are these days) to prison.
