Cement is an ingredient in concrete.<br /><br />You are correct, it is a concrete truck in the video. Cement is also carried (dry) in a truck with hoppers, similar to a truck that carries hydrated lime. So it's not always in bags.<br /><br />The original post actually erroneously called it a cement truck. Just prior to the stop sign was a convenience store. The driver became distracted by a girl wearing short-shorts walking to the store and forgot about the stop sign. The local Bank President's son had stopped at the stop sign in front of him.
