It is concrete. Stupid choices made by white government then. I believe the Legislature pushed for Mississippi products and this pipe was not good for our soil. Costs are comparable for laying it too. <br /><br />One of the main problems in Jackson is heavy trucks using roads not built for them. Check out the number of huge truck traveling in Jackson day and night. The city can never afford to build to MDOT standards and they could not build either without subsidies. <br /><br />Someone smarter than me is going to have to figure out this weight load situation. And the truckers' lobbiest are in town trying to raise the weight and length limits now. Pretty soon trucks will look like trains. The tax base and population goes down while the size of the government and the spending has not done so as well. No one wants to lay off. No one wants to cut out departments. Well, now is the time to do it. Get rid of the museum. Make the Zoo regional, give it a regional board as the burbs benefit from having a zoo in the Jackson area. Heaven knows they like to use it as an example of cultural amenities when they try to land economic development projects. Do we need a Municipal Museum? Time to really make the hard choices.
