The legislature did not want to hold the hands of the agencies 24/7 and they never wanted to. They want Tate to do it, so when the next shit storm hits they will say we appropriated the monies to the agencies that are under the control of the Gov and he is administering it and he botched it, like he has botched everything else, DPS - no director, CPS- no director, Corrections - no director, MDA- no director, Employment Security- disaster.
