It is an interesting article and the man is to be commended. There are certainly some takeaways that can be applied to nearly any community. However, to model a town of 4000 people after a town of 40,000 is interesting. It seems like maybe luck had as much to do with it as planning. Also, Tupelo has done well over the long-term, but the past 15 years haven't been their best. They have lost some of their core citizenry (read: Middle Class) to the Lee Co. suburbs.
