Mississippi's segregationist ways cost Jackson federal money it was going to use for airport construction.  Jackson Daily News and State-Times May 4, 1956 articles report that the Commercial Aviation Administration* implemented a new policy that cut federal funding for airports that had segregated facilities.

The airport opens.

Over 100,000 people attended the grand opening of the Jackson municipal airport in 193. Politicians and various dignitaries lauded the airport. The Navy's Blue Angels thrilled the festive crowd with a 45 minute show. The press release for the opening is posted below. It states that the airport cost $8 million to build.  Delta Airlines operated the inaugural commercial flights at the airport. Jackson's Miss Hospitality, Carolyn Hunter, poured a bottle of champagne over the nost of the first Convair to land.  J.T. Griggs posted this video of the grand opening on Youtube.

How the airport was won.

JJ is providing a history lesson this week on how the Jackson municipal airport came to be.  Some old minutes revealed some interesting nuggets of information.  Jackson nearly lost the Air National Guard units to other airports as Hawkins Field was becoming obsolete.  There was wrangling with the Pentagon over how much money would be contributed by the military.  Then there was the matter of the $3 million bond issue.  The Jackson Airport Commissison embarked on an advertising campaign to promote the bond referendum.  It is not known if Frontier Strategies got the advertising contract or if Butler Snow was the bond counsel. Judge throws a tragic change-up at Torrence.

Partying with teenagers became very costly for a Madison County businessman.  Madison County Justice Court Judge Bruce McKinley sentenced Cliff Torrence to 360 days in prison and fined him $8,000 for  eight convictions of violating the social host law. He also sentenced him to serve six months in prison and fined him an additional $1,000 for contributing to the delinquency of minors.*

Why is the Jackson airport in Rankin County?

How did the Jackson airport come to Rankin County?  JJ is providing a history lesson on the airport this week since it is the topic of a brewing fight in the legislature.  The city determined it needed an airport since Hawkins Field could not handle commercial or military jet aircraft.  Baker Engineers produced a site analysis in 1956 for the Jackson Airport Commission.  Baker analyzed six possible sites for the construction of a new airport.  Engineer Michael Baker stated there were several factors considered in the site analysis:

Ridgeland police arrested JPD Deputy Chief Brady Hightower for simple domestic violence last night.  Police sources said his girlfriend filed the charges.  He posted a $5,000 bond and goes to court on February 9.

Over half of all Mississippi babies born to unwed mothers.

The 2012 Mississippi Health Department report on live births provides some disturbing trends. 55% of all live births are born to unmarried mothers.  The statistic provides mirrors the racial divide in Mississippi as well: 80% of black live births are born to unwed mothers while 35% of white live births are as well.  There are five counties where the unwed birthrate is over 80%.  55% of all babies born in Mississippi were also born to unwed mothers.

Carjacking on Ridgewood

Update: Suspect also fingered in armed robbery at the Shell gas station on County Line Road this morning. 

A woman survived a carjacking, kidnapping, and shooting this morning on Lakeland Drive.  JPD sources told JJ that a woman was carjacked by Fondren Hills Apartments this morning.  A black male wearing a yellow hoodie carjacked the woman in her 2015 silver Toyota Camry.  His face was covered.  He made her drive to an ATM.  Something apparently agitated him so he shot the woman in the hip. It is not yet known how much, if any, money was obtained from the ATM.  She somehow got out of the car and made it to the McDonald's on Ridgewood where help was summoned.  She was transported to a hospital.  JPD is currently searching for the suspect and investigating the crime.

80-28-68: the future of Hinds County.

Being born in Hinds County means all too often growing up without a father.  A 2014 Mississippi Department of Health report states that 80% of all black babies born in Hinds County were born to unmarried mothers.  It also states 28% of white births had unmarried mothers as well.  The combined unwed birthrate is 68% for Hinds County.  The report refers to residents of the county.  Read the single-page report for yourself:

Madison County FOOD FIGHT!!!

Sorry, one can get carried away watching Bo Jackson and crew on tv.  The Canton Circus is back in town for a full new season.  You may have thought the circus disappeared when the new Madison County supervisors assumed office, but you would be mistaken.  Rudy is holding things "hostage", as he refuses to turn over plans for various projects until he is paid.  You can't make this up as it is Madison County.  The Madison County Journal reported:

Why Jackson built a new airport.

A 1958 report presents the challenges Jackson faced in the late 1950s, as community leaders debated whether to build a new airport.  JJ spent some time digging around in old records and will post some tidbits over the next few days so readers have a better idea of how the airport was created.  The report posted below states the Mississippi Air National Guard threatened to move out of Jackson to Meridian, as Hawkins Field could not handle the newer jet aircraft.  The rollout of new commercial jet aircraft such as the Boeing 707 meant Mississippi was facing being left out of the jet age, as there were no airports in Mississippi capable of handling such aircraft.  Some highlights of the report are:

JJ is going to war.

JJ is going to court against Gulfside Partnership Casino in Hinds County Chancery Court.  Gulfside built the $58 million Island View hotel in Gulfport. Gulfside applied for a sales tax rebate under the tourism sales tax rebate program administered by the Mississippi Development Authority. Gulfside sued MDA and the Kingfish (oui, c'est moi) on September 10 after this website asked for copies of all rebate applications submitted to MDA. Gulfside Partnership Casino petitioned Chancellor Dewayne Thomas in September to seal records that were part of its application for the rebate.  Judge Thomas granted the protective order on September 11.  JJ filed a motion to for relief from the order on December 30.

Stokes goes full Stokes

Jackson Ward 3 City Councilman Kenneth Stokes wants the Justice Department to investigate a local gun dealer who posted a derogatory poster about Mr. Stokes and President Obama in his store.  He said the government should determine if he violated any regulations with his posters and revoke his federal firearms license if a violation occurred. He also referred to both the gun dealer and Rankin County Sheriff Bryan Bailey as a "dumb bastard".

What is wrong with this picture of the airport board?

What started the current controversy over control of the Jackson Municipal Airport Authority took place on November 20, 2013.  Mayor Harvey Johnson allowed the terms of all board members  to expire and didn't nominate replacements.  Mayor Chokwe Lumumba took advantage of Harvey's negligence and nominated five people in one day.  Four Lumbumba appointees still sit on the five-member board.  Their backgrounds are not exactly what one sees among the resumes of board members at other major airports in the Southeast.

Medical board reinstates doctor's prescription privileges.

 Note: This post is the regular update for the bi-monthly regular meeting of the Mississippi Medical Licensure Board.  The agenda and video for most of the meeting are posted below.

The Mississippi Medical Licensure Board voted unanimously to reinstate prescription privileges of Dr. Roger Collins.  The board agreed to stay suspension of his license two years ago if he agreed to surrender his DEA number for Schedule II, IIN, III, and IIIN drugs for two years.  The 2014 agreement allowed him to ask the board for reinstatement of prescription privileges after two years if he met certain conditions.    He was required to complete medical education courses in ethics, record keeping, and proper prescribing of controlled substances.  Dr. Collins met those conditions.

Judges accused of misconduct in Singing River case.

Singing River Health System retirees accused the judges presiding over their lawsuit against SRHS of misconduct.  The plaintiffs filed an emergency motion with the Mississippi Supreme Court yesterday.  They charged the judges and several lawyers in the case held a secret meeting to discuss the case on January 12.  The motion states:

School bonds are gold... as in golden showers.

The Canton and Jackson public school bond 2015 bond issues showered gold upon financial advisers and lawyers.  Connections are the rule when one plays around in the bond rackets.   The Department of Finance and Administration issued its annual report on bond issue expenses today.   The report states that the Canton Public School District spent $648,762 on professional service fees for a $33.5 million bond issue in 2015.  Malachi Financial Products* charged $399,494 in fees for acting as the "financial adviser" for Canton.  The Jackson Public School bond issue was even worse as the district paid fees of $1,223,824. These district just happen to have the highest taxes and lowest ratings among school districts in the Jackson metro area.

GOP lost in 2012 because 4 million Republicans stayed at home. Oh really?

Did President Obama win re-election because Republicans didn't go to the polls? Such is the argument made in the conservative media.  John McCain received four million more votes than Mitt Romney.  Its easy to fall into the trap of blaming your own side after a loss.  However, the peddlers of this meme get it wrong as they are focusing on only the popular vote instead of votes in individual states.  The 2012 electoral reality was that Mitt Romney increased Republican voter turnout in seven of the nine swing states while the votes for President Obama fell in the remaining two states.  The swing states are where the votes really matter and it is where the GOP actually did better but still fell short.

Feds claim Epps gang cost state over $300 million

The sentencing  for Chris Epps and Cecil McCrory scheduled for January 28 was postponed Monday.  Judge Henry Wingate has not set a new date for sentencing.  The former MDOC Commissioner pleaded guilty to bribery and tax evasion while McCrory pleaded guilty to money laundering and conspiracy in February 2015.  A flurry of legal filings took place over the last few days as both defendants sought to delay their sentencing.

Jacksonians defend Stokes

Reverend Edward Hightower defended Ward 3 Councilman Kenneth Stokes last night at a meeting of the Jackson city council.  Mr. Stokes has received a barrage of withering criticism after he urged citizens to throw rocks and other objects at police engaged in police chases from other jurisdictions.  The city council passed a resolution last night opposing such police chases where the suspect had committed only a misdemeanor.  The Reverend took up for Mr. Stokes and accused the media of only presenting one side of the story.  See for yourself in this short video.

Tonight at City Hall

Tonight's meeting of the Jackson City Council should be interesting.  Kenneth Stokes wants to discuss police chases.  Ashby Foote wants to discuss the issue of feral dogs rampaging at the zoo.  There have been no less than four incidents of dog attacks at the zoo since 2006.  Over twenty animals have been killed by these beasts.  Hopefully the city council will hold someone accountable for this problem and demand some solutions.  The rest of the agenda is posted below.

JPD arrests three brickheads for throwing bricks at cars


JPD told JJ that three juveniles were arrested for malicious mischief.  The three yewts are accused of throwing bricks at cars passing under the McRaven Road overpass on I-20.  JPD reported that several cars were struck by the bricks.  There is at least one known case where a brick struck a car in the windshield.   The yewts hit at least 11 cars with the bricks.  They reside at the Woodlands Apartments.  Here is one picture and message that a victim posted on Facebook:

Mississippi movie making: Lights, camera, CUT, as in tax cut.

Watchdog.org and PEER questioned the effectiveness of tax incentives for filmmakers who produce their movies in Mississippi.  Steve Wilson reported: 

Filmmakers received nearly $4 million in incentives from Mississippi taxpayers to bring their productions to the Magnolia State, but state taxpayers don’t benefit from the Hollywood glitz, according to records obtained by Mississippi Watchdog and a report by the state Legislature.
The $3.9 million in incentives for movies and TV shows doled out in 2015 was by far the biggest outlay in the past four years. In 2014, the state rebated filmmakers more than $891,000 in taxes after crediting them $1.2 million in 2013 and $1.4 million in 2012.

PERS plods along but is it recovering?

The Mississippi Public Employees Retirement System continued to plod along in 2015 as it got up off the canvas after the 2008 knockdown but is not yet ready to start throwing punches either.  The markets slightly smiled on PERS in 2015 as the program enjoyed a rate of return that was only 3.5%.  However, the system did catch a break as not as many Mississippi public employees retired as they have in past years. Unfortunately, the amount of money between contributions to the system and what was paid to beneficiaries grew to an unprecedented level of nearly $800 million. "What is good for Hawkins Field is good for Jackson"

Long-ignored but still standing is Hawkins Field.  The Jackson Municipal Airport Authority hired Sam Carver in September to manage the airport.  He is the first manager of the general aviation airport that has been employed since 2009.  Better days may be ahead for Hawkins Field. The new manager is whipping the airport into shape and working to  make it one of the top general aviation airports in the South.

No cost, better system = bad idea in Jackson

The Jackson City Council voted to join the MSWIN radio system last week although it did so under protest.  City council members voted under protest as they claimed they were being manipulated by Hinds County and the state into voting for the system.  However, Hinds County is picking up the entire cost of moving to the MSWIN system.  MSWIN is a statewide radio network created after Hurricane Katrina.  It allows first responders and law enforcement across the state to communicate with each other.  The current radio system used by JPD is operated by Hinds County.  The system is obsolete and the county can no longer order parts for it.  There are several "dead spots" in Jackson at as well.  The council had to vote before a December 31 deadline.  MSWIN was built by Motorola.

It's a new day

Change is upon us if you live in Hinds or Madison counties.  New Sheriff downtown (No Blazing Saddles references, please) and new regime up the highway.  All kinds of rumors flying around.  Who will the Sheriff hire as his new Chief Deputy? Will it be Cheryl?  How many cops will he get from JPD? Will Mac get his own office?  Will the new bosses be the same as the old bosses?  Word on the street is John McKee will be the county engineer up in Canton.  Who will replace Espy? Will the new Supes replace County Administrator Mark Houston? Then there is the matter of the County Court Judge in Madison County.  Several candidates who lost in 2014 and other shysters submitted their names to the Governor's office for consideration?  Who will it be? Stay tuned. Today should be interesting.  Consider this an open thread on these matters. Keep Stokes comments on the other posts.

$695,997, $58,000, $3.6 million. JMAA is a good client for lawyers.

The good news is that lawyers charged the Jackson Municipal Airport Authority a little more than half of what they charged in 2012.  The bad news is that the total 2015 bill was nearly $700,000 as three law firms represented JMAA.  Needless to say, the airport is a vewy, vewy good client.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).


Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Relax at the Fox News Tent. Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. To gain admittance to the VIP section, bring either your Republican Party ID card or a Rebel Flag. Bringing both and a torn-up Obama yard sign will entitle you to free drinks served by Megan, Wendy, and Kathryn. Get your tickets now. Since this is an event for trolls, no ID is required. There will be a hugging booth where in exchange for your young son, Frank Melton will give you a loooong hug. Trollfest will have a dunking booth where Muhammed the terrorist will curse you to Allah as you try to hit a target that will drop him into a vat of pig grease. However, in the true spirit of Separate But Equal, Don Imus and someone from NE Jackson will also sit in the dunking booth for an equal amount of time. Tom Head will give a reading for two hours on why he can't figure out who the hell he is. Cliff Cargill will give lessons with his .80 caliber desert eagle, using Frank Melton photos as targets. Tackleberry will be on hand for an autograph session. KIM Waaaaaade will be passing out free titles and deeds to crackhouses formerly owned by The Wood Street Players.
