A company that was a prime beneficiary of MDOC's no-bid contract policy under Chris Epps also landed a lucrative contract with Harrison County for providing medical services to its inmates. MDOC paid Health Assurance, LLC more than $49 million for medical services to MDOC prisons from 2003 to 2014 while Harrison paid more than $14 million.  Incredibly, the dates of the payments coincide with dates cited by prosecutors for when now-deceased Harrison County Supervisor William Martin accepted bribes in his indictment.

 UPDATE: Sources say Martin was found dead at home. Damn. Video interview of coroner posted below.  Coroner said he shot himself with a handgun in the "early-morning" hours.  He also said a note was found. 

Original post: Harrison County Supervisor William Martin was supposed to be arraigned at 11:00 this morning in U.S. District Court in Gulfport.  Law enforcement sources told JJ his indictment is related to the Chris Epps scandal.  However, he failed to appear in court and is now the subject of a search.

WSJ: Moynihan's concerns about the breakdown of the black family are still right.

The Wall Street Journal's Jason Riley argues that Moynihan was right in his predictions about the breakdown in the black family and its effect on society.  Talk to cops, judges, and anyone else who works in the criminal justice system and they will say that absentee fathers are a leading factor  in youths who engage in a life of crime.  One observation was rather penetrating:

In 2012 the poverty rate for all blacks was more than 28%, but for married black couples it was 8.4% and has been in the single digits for two decades.

Supremes slam Judge Green.

The Mississippi Supreme Court slapped down Hinds County Circuit Judge Tomie Green and ruled unanimously that Sheriff Tyrone Lewis has the authority to hire and fire his bailiffs. Judge Green ruled in 2012 that Sheriff Lewis could not demote, discipline, or fire a bailiff without her consent. The Sheriff responded and appealed to the Mississippi Supreme Court.

Was accused killer free due to a case of mistaken parole?

 Accused killer Marcus Mallett was released from prison on November 21, 2014 due to a grant of parole.  He was convicted in Madison County on August 3, 2011 of several felonies and sentenced to serve 12 years in prison.  He was later indicted in Hinds County for escape and several charges of auto burglary.  Clinton PD issued a "detainer" on Mallett.  Clinton PD withdrew the detainer on November 13, 2014 as he had served his short sentence.  However, records show the Parole Board was not aware of the withdrawal nor that it was related to the expired sentence and released Mallett- thinking he was going to stay in the criminal justice system.  JPD charged him with allegedly killing 21 year-old Shanitra Ramsey on February 5.  JPD also charged him for shooting Ramsey's friend several times as he fled the scene. .

Suspect in Keifer's attack finally goes to trial

 Update: The post did not include the victim's injuries.  The victim suffered a tripoid fracture to her cheekbone and still suffers nerve damage on one side of her face and pain in her jaw.

Demarcus Jefferson will go to trial on March 2, 2015 for a savage attack on a young woman in the parking lot of Keifer's Restaurant on Poplar on March 27, 2012.  Jefferson and his partner Demonta McCray stuck a gun in the young woman's face, robbed her, and then brutally beat her in the face.  Mr. McCray is currently serving a twenty-year sentence in MDOC for his part in the armed robbery.  MDOC records state he entered the system on December 28, 2012.

Last suspect in Shell murder pleads guilty.

Aaron McNair entered a petition to plead guilty to the charge of Robbery (as a lesser offense of capital murder).  McNair, Derrick Johnson, and Kameron Woodard killed James McKinney at the Shell Station at 855 Fortification Street on July 25, 2011. The store clerk was shot and wounded as well.  Mr. McKinney was a security guard at the gas station.  McNair entered the petition on January  12, 2015.  He was indicted in September 2011.  The petition states he will get a sentence of 15 years in prison with 5 years suspended under the terms of the plea bargain.  He will get credit for time served in jail.  He is currently a resident of MDOC.  He was represented by attorney Aafram Sellers.

Amendment aimed at Supertalk?

The Old Warhorse actually pulled it off.  Representative Jerry Turner's bill that would reform the state contracting process passed the House last week. Bill status and language.  However, one little amendment was added from the floor.  Representative Cecil Brown (D-Moscow) offered an amendment that would require all state advertising and marketing contracts be opened up for competitive bidding if over $5,000.  The bill itself states that all contracts not exempted that are over $5,000 and has a different set of rules for those over $50,000:

The Senate passed a bill requiring insurance companies to cover ABA therapy* for children suffering from autism and related disorders. It is the only effective method for treating autism.  The Senate passed the bill on a 39-6 vote although a small group of conservative senators put up a fight on the floor.  The Clarion-Ledger reported:

Here we go again

13 auto burglaries at the Cabot Lodge on North State Street last night.  All were trucks and yes, guns were stolen.  The police were never called and the new security guard reported blew off reports of suspicious activity in the parking lot.  This is not the first such episode at this particular hotel as an AR-15 was stolen out of a DWFP truck last year.

Update: MDOC reponded to a JJ inquiry regarding whether it would revoke Carter's probation with this statement: "We have asked that a hold be placed on this offender for probation violation.MDOC now wants Carter.  It remains to be seen if the Hinds County District Attorney will revive the armed robbery charge that was remanded to file.  Question for Mr. Carter: How does it feel to be so popular? Court denies Mike Brown's appeal. Still no prosecution in Hinds County.

The Mississippi Court of Appeals served up some justice as it upheld a finding of contempt of court against disbarred attorney Michael J. Brown. JJ readers remember that is the case where Aaron Henry's grandson inherited $3.3 million upon his mother's death when he was 16 years old. Money became the root of some very serious evil as young DeMon McClinton's father, attorney, and father's girlfriend all conspired to loot his inheritance, Young DeMon be damned.

‎Judge John Emfinger sentenced Blair and Michael Porter to 15 years in jail with 10 years suspended. They must register as sex offenders and be placed under supervised probation for five years upon release. They will be electronically monitored during probation. They will serve day for day while in prison. The DA first recommended 7 years but the family of the victim asked for 5 years in jail.   The video of the hearing is posted below.

Police reports show how sick the Porter case really is.

WARNING: MATERIAL IN THIS POST THAT IS GRAPHIC AND SEXUAL IN NATURE. IN FACT, ITS DOWNRIGHT SICKENING.

The decision was made to publish this post for several reasons.  A horrible crime took place.  However, the details of these crimes are usually kept secret for obvious reasons.  Every measure was taken to redact information that might identify the child or her family.  Former WLBT News Director Dennis Smith was consulted.  He read the report and gave some very welcome advice.  It's a story that needs to be told and should be reported.  The reports are not for the squeamish, but people need to see exactly how these crimes take place.  They also need to see the lengths to which brainwashed victims will go to to protect the perps.  

Former Ridgeland High School softball coaches Blair and Michael Porter pleaded guilty to one count each of sexual battery of a child.  The child was a student they had known since she was in eighth grade and was a 15 year-old member of the team when the crime took place.  The Porters are husband and wife.

Posted below is the raw police report for the investigation.  There is no way to sugarcoat it. The material is disgusting and sickening in nature.  It shows how two coaches exploited a young girl.   They both performed sexual acts with her.  They took a young girl and ruined her life.  Law enforcement sources said the victim was very uncooperative.  The word "love" was used several times.  They even tried to blame her when caught.  What stopped them was a parent who dared to be a parent and not take her child's word as gospel truth.  The parents demanded answers and would not stop seeking justice until it was served.

"We have now what we have always needed, real partnership with government"

Update: The words "debacle" and "bailout" were used by the Clarion-Ledger and Madison County Journal about in their headlines about the bill.  Parkway South has not defaulted on the TIF bonds.The Galleria TIF has not failed and is producing.  The county is restructuring the bonds so as to match payments with revenue.  The TIF included tax-exempt property, which obviously is self-defeating.   The original post was based upon what was reported in the two newspapers.  More information will be added if it becomes available.   County sources said county officials did not ask for the legislation nor did anyone ask the legislature to draft the bill.  

Original post: It looks like the Madison County Board of Supervisors went running to the legislature for help after yet another one of their deals has problems.  First there was the Parkway East PID that failed.  Now there is Parkway South.  It has problems as well and shazam, someone wants to make it easier for the county to cover the losses from the use of TIF bonds.  TIF bonds are supposed to assist economic development projects by paying for the development with the project's future revenue such as sales and property taxes.  The theory is that the government would get no increase in tax revenue if there was no project.  However, what happens if a project falls short of its projected revenues?  Such a dilemma can create all kinds of problems.  It looks like Senator Tool has teamed up with Trustmark to pass some protection for the  developers and banks at the expense of the taxpayers.  The Clarion-Ledger reported:

The Fondren Park fracas and ruffled feathers

The post about the shooting in Fondren Park ten days ago ruffled some feathers among those who use the Nextdoor app.  Its a great app and a valuable tool for many neighborhoods as it allows neighbors to get important information out quickly to their community.  Some people were irritated and accused me of unethical conduct for reporting messages posted on the Nextdoor application that were about the Firefight in Fondren.   One person even accused me of violating the rules of Nextdoor and exploiting the incident to generate traffic for more ads.  An explanation for that post is in order.

Comparing Apples to Pineapples to Oranges

How does the processing of criminals in Hinds County compare to other counties?  Defenders of the status quo in Hinds County argue it is not reasonable to compare Hinds to Rankin or Madison as there are much more violent crimes in Hinds even on a percentage basis.  Its a fair point to make and at times is a case of comparing apples to pineapples.  However, there is one county where a more fair comparison can be made.

Editorial: More excuses or enabling from the D.A.?

Hinds County District Attorney Robert Schuler Smith responded to an earlier post about the Melvin Potts prosecution in an interview with WLBT.  Melvin Potts was indicted on February 5, 2013 for armed robbery with a gun.  He was arrested for allegedly killing JSU professor Dr. Garrick Shelton in May 2014. His Hinds County case was continued no less than eight times while he goes to trial in Madison County nine months after his arrest.  WLBT reported:

Contact lens scrum ends in a whimper

A bill banning the practice of setting minimum prices for contact lenses died in committee this week. 1-800-Contacts pushed SB #2016 after leading contact lens manufacturer Johnson & Johnson established a "floor price" for the sale of its contact lens to patients. Leigh Ann Ward's killer is free.

Ethan Van Sice is no longer in jail.  MDOC granted "earned supervised release" status to Ethan Van Sice on October 3, 2014.  Van Sice was convicted of vehicular homicide in February 2012 for the death of MRA teacher Leigh Anne Ward in 2010.  He only served 2 1/2 years of a six-year prison term.

 Update: It looks like Mr. Thomas was arrested in Mountain Brook for using a counterfeit check.  The Mountain Brook (AL) Village Living reported on February 2:

A suspect is in custody for a counterfeit check case from last week in Mountain Brook Village. A counterfeit check was used to make a $13,000 purchase on Jan. 27 in the 2800 block of Cahaba Road. Raymond Ethan Thomas, age 38 of Ridgeland, Mississippi, was arrested on Jan. 30 for first-degree theft and possession of a forged instrument. He is now in custody at Jefferson County Jail.
 Jail records show he is no longer in custody.

A Tale of Two Prosecutions

Melvin Potts goes on trial February 23 in Madison County for first degree murder and auto theft.  The indictment charges he killed Dr. Garrick Shelton on May 21, 2014 and stole his car. Remember that date.   Dr. Shelton was a professor and Department Chair at Jackson State University. He was stabbed to death.   However, the twenty-one year-old Potts is also a participant in the Hinds County catch & release program.

Bobo to plead guilty.

Josh Bobo entered a petition to plead guilty to one count of unarmed carjacking and one count of simple robbery on December 29, 2014.  A grand jury indicted him for carjacking and armed robbery last September for a violent rampage that took place at the Ridgeland Wal-Mart in January 2014.   District Attorney Michael Guest recommended Mr. Bobo be incarcerated for 15 years with 5 years suspended.  The petition and indictment are posted below.

Young trial postponed.

The trial for Tommy Young was postponed from today until May 18, 2015 by Judge Bill Gowan.   The continuance was granted since Mr. Young claimed he got a new attorney and needed more time to prepare for trial.  He is now represented by Faye Peterson. His previous barrister was Dennis Sweet, IV.  Mr. Young faces eight counts of armed robbery, carjacking, and aggravated assault.  This is the second time his trial has been postponed.  He was indicted in March 2013. Judge Gowan revoked his bond on December 12, 2014 after he did not appear for a hearing in court.

Holland & Moak: They were for it before they were against it.

The legislative fight over the MAEP initiative grown pretty hot at times as Republicans added an additional amendment to the ballot.  Needless to say, the measure did not go over well with Democrats.   Supporters of a an initiative to "fully fund" education under the MAEP formula obtained enough signatures to place the proposed amendment on the ballot.  However, the law allows the legislature to place alternate amendments on the ballot as well.  The Democrats had a few things to say about the vote:

Planning Board postpones vote on rezoning of Colonial Country Club site (Video)

The Jackson Planning and Zoning Board postponed a vote on whether to rezone the site of the old Colonial Country Club until the end of February. Colonial LLC asked the city to rezone the property from special use to community mixed-use. Developer Michael Lawrence represented Colonial. The room was packed with Colonial neighbors who opposed the rezoning. Opponents of the petition to rezone submitted over two hundred signatures to the board. Zoning Administrator Ester Ainsworth recommended rezoning the property to community mixed-use.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).


Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Tom Head will give a reading for two hours on why he can't figure out who the hell he is. Cliff Cargill will give lessons with his .80 caliber desert eagle, using Frank Melton photos as targets.
